SYNOPSIS AS INTRODUCED:

105 ILCS 5/2-3.192 new

Amends the School Code. By December 31, 2022, requires the State Board of Education to create a Parent Advisory Committee for the purpose of reviewing and making recommendations to the State Board with respect to the State Board's process of adopting new teaching or learning standards. Requires the State Board to review and consider the recommendations made by the committee prior to adopting a proposed teaching or learning standard, but does not require the State Board to accept any of the recommendations. Sets forth the membership of the committee; requires all committee members to be the parent of a student enrolled in a public elementary or secondary school in this State. Provides that members shall serve without compensation. Sets forth provisions concerning vacancies on the committee and committee meetings. Requires the State Board to provide administrative support to the committee. Effective July 1, 2022.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by adding Section 2-3.192 as follows:

Sec. 2-3.192. Parent Advisory Committee.

(a) By December 31, 2022, the State Board of Education shall establish a Parent Advisory Committee. The Parent Advisory Committee is created for the purpose of reviewing and making recommendations to the State Board with respect to the State Board's process of adopting new teaching standards pursuant to paragraph (1) of subsection (a) of Section 21B-5 of this Code or learning standards pursuant to Section 27-1 of this Code.

(b) The committee shall consist of all of the following members, each of whom shall be the parent of a student who is enrolled in a public elementary or secondary school in this State:

(1) Three members who are appointed by the President of the Senate.

(2) Three members who are appointed by the Minority Leader of the Senate.

(3) Three members who are appointed by the Speaker of the House of Representatives.

(4) Three members who are appointed by the Minority Leader of the House of Representatives.

(c) The members of the committee shall serve without compensation. Vacancies shall be filled in the same manner as the original appointments.

(d) Prior to adopting any new teaching standard or learning standard, the State Board shall convene the committee and submit the proposed teaching standard or learning standard to the committee for review. Following the committee's review of the proposed teaching or learning standard, the committee shall provide its recommendations on the proposed standard to the State Board. The State Board is not required to accept any of the committee's recommendations, but the State Board must review and consider the recommendations made by the committee prior to adopting the proposed teaching or learning standard.

(e) At the first meeting of the committee for the review of a new teaching standard or learning standard proposed by the State Board, the members of the committee shall elect a chairperson from among its members to serve for the duration of the committee's work on the proposed teaching or learning standard. The committee shall meet at least once to review each new teaching standard or learning standard proposed by the State Board. The committee may meet at additional times for the further review of a proposed teaching standard or learning standard at the call of the chairperson or upon being reconvened by the State Board.

(f) The State Board shall provide administrative support to the committee. The committee shall be a standing committee within the State Board, but the committee shall be required to meet only if convened under subsection (d) or (e) of this Section.

Section 99. Effective date. This Act takes effect July 1, 2022.
