SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/13C-21 new

    Amends the Illinois Vehicle Code. Provides that by August 1, 2022, the Illinois Environmental Protection Agency shall adopt rules to implement the motor vehicle emission standards of the State of California, including the zero-emission vehicle program, and shall amend the rules from time to time to maintain consistency with the California motor vehicle emission standards and federal clean air laws. Provides that such regulations may incorporate by reference the California motor vehicle standards established in final regulations issued by the California Air Resources Board and promulgated under the California Health and Safety Code. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 13C-21 as follows:
 
6    (625 ILCS 5/13C-21 new)
7    Sec. 13C-21. Vehicle emissions testing standards. By
8August 1, 2022, the Illinois Environmental Protection Agency
9shall adopt rules to implement the motor vehicle emission
10standards of the State of California, including the
11zero-emission vehicle program, and shall amend the rules from
12time to time to maintain consistency with the California motor
13vehicle emission standards and Section 177 of the Federal
14Clean Air Act. Such regulations may incorporate by reference
15the California motor vehicle standards established in final
16regulations issued by the California Air Resources Board
17pursuant to Title 13 of the California Code of Regulations and
18promulgated under the authority of Division 26 of the
19California Health and Safety Code.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
