HOUSE JOINT RESOLUTION

 
2    WHEREAS, Russia has launched an unprecedented military
3assault on Ukraine by land, air, and sea that has already left
4many dead, and the fighting appears to be some of the worst
5conventional warfare Europe has seen since World War II and
6the conflicts in the Balkans in the 1990s; and
 
7    WHEREAS, Officials in the country believe Russia's plan is
8to overthrow the Ukrainian leadership and install a
9pro-Russian government; and
 
10    WHEREAS, Western leaders were united in their swift and
11strong condemnation of Russia's military action; and
 
12    WHEREAS, President Joe Biden stated that Russian President
13Vladimir Putin had "committed an assault on the very
14principles that uphold the global peace" and has imposed harsh
15new sanctions on Russia meant to punish the country; and
 
16    WHEREAS, The United Nations has estimated that
17approximately 100,000 Ukrainians have already been displaced
18as a result of the Russian invasion, and that number could
19ultimately grow to one to five million; and
 
20    WHEREAS, The international community is making

1preparations to meet the humanitarian needs of those who are
2displaced; and
 
3    WHEREAS, Central Europe is welcoming Ukrainians, but those
4countries are not currently equipped to handle the volume of
5refugees that are likely to arrive on their borders in the
6coming weeks, and European and U.S. leadership need to help
7build that capacity; and
 
8    WHEREAS, Illinois is a welcoming state to refugees and
9immigrants and home to a strong concentration of Ukrainian
10immigrants and Ukrainian descendants in Chicago's Ukrainian
11Village neighborhood; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
14SENATE CONCURRING HEREIN, that we join our federal leadership
15and the international community in condemning Vladimir Putin
16and the unprovoked Russian invasion of Ukraine, we stand in
17support of the Ukrainian community and applaud President
18Biden's strong sanctions on Russia, and we call on the people
19and leadership of our State to dedicate and coordinate
20resources to support the Ukrainian refugees who have been and
21will be displaced due to this conflict.
