HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to individuals who have given
4their lives in service to their communities; and
 
5    WHEREAS, The Illinois State Police has proudly served the
6citizens of Illinois since 1922, and its dedication to public
7safety has saved countless lives and has enriched the State of
8Illinois; and
 
9    WHEREAS, Special Agent Pete Earl Lackey of Winchester was
10killed in the line of duty as he was on his way to work in
11Springfield, scheduled to testify at a drug trial that
12morning; and
 
13    WHEREAS, The defendant in the case spotted Special Agent
14Lackey driving toward the city and rammed his car into the rear
15of Lackey's automobile; when Special Agent Lackey pulled over
16to the shoulder of the road, the attacker jumped through the
17passenger side window with a large hunting knife in his hand
18and attacked Special Agent Lackey while he attempted to reach
19for his weapon; and
 
20    WHEREAS, The defendant was later arrested and brought to
21trial in Decatur but was acquitted; in 1981, he admitted his

1crime in an interview with a reporter from Springfield's State
2Journal Register; and
 
3    WHEREAS, Special Agent Lackey had served with the Illinois
4Bureau of Investigation (IBI) for two years; prior to serving
5with the IBI, he had been a physical education teacher and
6coach at Winchester High School; and
 
7    WHEREAS, Special Agent Lackey was survived by his wife and
8two children; and
 
9    WHEREAS, The service and sacrifice of Special Agent Lackey
10should never be forgotten; therefore, be it
 
11    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
13SENATE CONCURRING HEREIN, that we designate Old US Route 36
14from Jacksonville to Alexander as the "Special Agent Pete
15Lackey Memorial Highway"; and be it further
 
16    RESOLVED, That the Illinois Department of Transportation
17is requested to erect at suitable locations, consistent with
18State and federal regulations, appropriate plaques or signs
19giving notice of the name of "Special Agent Pete Lackey
20Memorial Highway"; and be it further

1    RESOLVED, That suitable copies of this resolution be
2presented to the surviving members of Special Agent Pete
3Lackey's family, the Illinois State Police, and the Secretary
4of the Department of Transportation.
