SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 6

    Proposes to amend the Legislature Article of the Illinois Constitution. Limits a person's total service in any one of the following offices: Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate to a total of 5 General Assemblies. Applies to service on or after the second Wednesday in January, 2019. Does not apply to service to fill a vacancy in the office of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate. Provides for purposes of calculation of a person's service under this provision, a General Assembly is the 2-year period from the convening of a General Assembly on the second Wednesday of January in an odd-numbered year until the convening of the next General Assembly on the second Wednesday of January in the next odd-numbered year. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend Article IV of the
9Illinois Constitution by changing Section 6 as follows:

13SECTION 6. ORGANIZATION
14    (a) A majority of the members elected to each house
15constitutes a quorum.
16    (b) On the first day of the January session of the General
17Assembly in odd-numbered years, the Secretary of State shall
18convene the House of Representatives to elect from its
19membership a Speaker of the House of Representatives as
20presiding officer, and the Governor shall convene the Senate
21to elect from its membership a President of the Senate as
22presiding officer. A person may not serve more than a total of
235 General Assemblies in any one of the following offices:

1Speaker of the House of Representatives, President of the
2Senate, Minority Leader of the House of Representatives, or
3Minority Leader of the Senate; provided that service before
4the second Wednesday in January of 2019 and service to fill a
5vacancy in the office of Speaker of the House of
6Representatives, President of the Senate, Minority Leader of
7the House of Representatives, or Minority Leader of the Senate
8shall not be considered in the calculation of a person's
9service. For purposes of calculation of a person's service
10under this subsection, a General Assembly is the 2-year period
11from the convening of a General Assembly on the second
12Wednesday of January in an odd-numbered year until the
13convening of the next General Assembly on the second Wednesday
14of January in the next odd-numbered year.
15    (c) For purposes of powers of appointment conferred by
16this Constitution, the Minority Leader of either house is a
17member of the numerically strongest political party other than
18the party to which the Speaker or the President belongs, as the
19case may be.
20    (d) Each house shall determine the rules of its
21proceedings, judge the elections, returns and qualifications
22of its members and choose its officers. No member shall be
23expelled by either house, except by a vote of two-thirds of the
24members elected to that house. A member may be expelled only
25once for the same offense. Each house may punish by
26imprisonment any person, not a member, guilty of disrespect to

1the house by disorderly or contemptuous behavior in its
2presence. Imprisonment shall not extend beyond twenty-four
3hours at one time unless the person persists in disorderly or
4contemptuous behavior.

SCHEDULE
7    This Constitutional Amendment takes effect upon being
8declared adopted in accordance with Section 7 of the Illinois
9Constitutional Amendment Act.
