| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Chief Mitchell R. Davis | 4 | | III upon his installation as the first Black president of the | 5 | | Illinois Association of Chiefs of Police; and
| 6 | | WHEREAS, Chief Davis earned his Bachelor of Arts from | 7 | | Governors State University and his Master of Science in | 8 | | Criminal Justice from the University of Cincinnati; he | 9 | | graduated from Northwestern University's School of Police | 10 | | Staff and Command, class #182; he is completing a Ph.D. in | 11 | | Organizational Leadership at Concordia University of Chicago; | 12 | | and
| 13 | | WHEREAS, Chief Davis began his law enforcement career with | 14 | | the Park Forest Police Department in 1991; while there, he | 15 | | served in many capacities, including as investigator, evidence | 16 | | technician, juvenile officer, SWAT officer, DARE instructor, | 17 | | and EDGE instructor; he took his first chief of police | 18 | | position with the Dixmoor Police Department in 2001; he later | 19 | | served as the chief of police for the Robbins Police | 20 | | Department; he became the chief of police in Hazel Crest in | 21 | | 2016, where he currently serves; and
| 22 | | WHEREAS, Chief Davis was appointed by Governor JB Pritzker |

| 1 | | to serve on the Illinois Law Enforcement Training and | 2 | | Standards Board, and he was subsequently elected as the | 3 | | board's chair; and
| 4 | | WHEREAS, Chief Davis became the 73rd president of the | 5 | | Illinois Association of Chiefs of Police on April 30, 2021; as | 6 | | president, he leads an organization with nearly 1,300 members | 7 | | that is a front runner in providing professional development | 8 | | and leadership training for the outstanding chiefs of police | 9 | | in the State of Illinois; he is the first Black president in | 10 | | the 80-year history of the Illinois Association of Chiefs of | 11 | | Police; and
| 12 | | WHEREAS, Chief Davis belongs to a number of organizations; | 13 | | he is active in the National Organization of Black Law | 14 | | Enforcement Executives (NOBLE), where he served as National | 15 | | Recording Secretary from 2017 to 2020; he recently completed a | 16 | | successful term as president of the South Suburban Association | 17 | | of Chiefs of Police; he serves on the Southland Juvenile | 18 | | Justice Council, the NBC 5 Community Action Board, and on both | 19 | | the Illinois Executive Board and the National Leadership | 20 | | Council of Fight Crime: Invest in Kids; he is also a proud | 21 | | member of Alpha Phi Alpha Fraternity, Inc.; and
| 22 | | WHEREAS, Chief Davis is committed to his faith; he is a | 23 | | strong supporter of Special Olympics Illinois and the Law |

| 1 | | Enforcement Torch Run; he is an avid boater and loves to | 2 | | travel; and
| 3 | | WHEREAS, Chief Davis is married, and he has four adult | 4 | | children and four grandchildren; therefore, be it
| 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 6 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 7 | | we congratulate Chief Mitchell R. Davis III on his | 8 | | installation as president of the Illinois Association of | 9 | | Chiefs of Police, thank him for three decades of service to the | 10 | | noble profession of law enforcement at the State and national | 11 | | levels, and wish him great success in building partnerships | 12 | | that benefit all communities in Illinois; and be it further
| 13 | | RESOLVED, That suitable copies of this resolution be | 14 | | presented to Chief Davis and to the Illinois Association of | 15 | | Chiefs of Police as an expression of our esteem and respect.
