HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives wish to congratulate Chief Mitchell R. Davis III upon his installation as the first Black president of the Illinois Association of Chiefs of Police; and

WHEREAS, Chief Davis earned his Bachelor of Arts from Governors State University and his Master of Science in Criminal Justice from the University of Cincinnati; he graduated from Northwestern University's School of Police Staff and Command, class #182; he is completing a Ph.D. in Organizational Leadership at Concordia University of Chicago; and

WHEREAS, Chief Davis began his law enforcement career with the Park Forest Police Department in 1991; while there, he served in many capacities, including as investigator, evidence technician, juvenile officer, SWAT officer, DARE instructor, and EDGE instructor; he took his first chief of police position with the Dixmoor Police Department in 2001; he later served as the chief of police for the Robbins Police Department; he became the chief of police in Hazel Crest in 2016, where he currently serves; and

WHEREAS, Chief Davis was appointed by Governor JB Pritzker to serve on the Illinois Law Enforcement Training and Standards Board, and he was subsequently elected as the board's chair; and

WHEREAS, Chief Davis became the 73rd president of the Illinois Association of Chiefs of Police on April 30, 2021; as president, he leads an organization with nearly 1,300 members that is a front runner in providing professional development and leadership training for the outstanding chiefs of police in the State of Illinois; he is the first Black president in the 80-year history of the Illinois Association of Chiefs of Police; and

WHEREAS, Chief Davis belongs to a number of organizations; he is active in the National Organization of Black Law Enforcement Executives (NOBLE), where he served as National Recording Secretary from 2017 to 2020; he recently completed a successful term as president of the South Suburban Association of Chiefs of Police; he serves on the Southland Juvenile Justice Council, the NBC 5 Community Action Board, and on both the Illinois Executive Board and the National Leadership Council of Fight Crime: Invest in Kids; he is also a proud member of Alpha Phi Alpha Fraternity, Inc.; and

WHEREAS, Chief Davis is committed to his faith; he is a strong supporter of Special Olympics Illinois and the Law Enforcement Torch Run; he is an avid boater and loves to travel; and

WHEREAS, Chief Davis is married, and he has four adult children and four grandchildren; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Chief Mitchell R. Davis III on his installation as president of the Illinois Association of Chiefs of Police, thank him for three decades of service to the noble profession of law enforcement at the State and national levels, and wish him great success in building partnerships that benefit all communities in Illinois; and be it further

RESOLVED, That suitable copies of this resolution be presented to Chief Davis and to the Illinois Association of Chiefs of Police as an expression of our esteem and respect.
