HOUSE RESOLUTION

WHEREAS, Chief Dan O'Shea has served as a law enforcement officer for 32 years, including the last five years as the chief of police of the Rockford Police Department; and

WHEREAS, Chief O'Shea has supervised and promoted the development and advancement of over 300 sworn officers who are committed to reducing crime and enhancing the quality of life through an active partnership with the Rockford community; and

WHEREAS, Chief O'Shea has made consistent efforts to build relationships and bridge divides for the betterment of the Rockford community; and

WHEREAS, Chief O'Shea oversaw the development of the Resident Officer Community Keeper, or ROCK House program, in which officers volunteer to live in provided housing and are able to closely interact with and contribute to the resolution of problems within the neighborhoods they serve; and

WHEREAS, Chief O'Shea has supported efforts to address the root causes of violent crime through various initiatives, including the establishment of the Mayor's Office of Domestic Violence and Human Trafficking Prevention and the Family Peace Center; and

WHEREAS, Chief O'Shea has overseen the implementation of upgraded technology and innovative programs, including piloting a co-responder model in which law enforcement and clinicians partner to response to emergency calls that involve a person experiencing a behavioral health crisis; and

WHEREAS, Chief O'Shea will retire from the Rockford Police Department on April 30, 2021 and end his long and distinguished career of service; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we commend Chief Dan O'Shea on his many years of dedicated service as a law enforcement officer and wish him happiness and great success in his future endeavors; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Chief Dan O'Shea as a symbol of our esteem and respect.
