HOUSE RESOLUTION

 
2    WHEREAS, The Windfall Elimination Provision (WEP) was
3created in 1983 to fix an error in how Social Security benefits
4were calculated that had become known as the "windfall";
5however, the WEP did not always function as intended and often
6penalized workers by giving them a lower income replacement
7rate than they deserved; and
 
8    WHEREAS, The WEP is also overly complicated in addition to
9being overly punitive; it is not an issue for individuals who
10spend their entire career in one job where they do not pay
11Social Security tax; however, for those who work both at a job
12where they do pay the tax and one where they do not, it can be
13a very confusing process to deal with the WEP; in the modern
14economy, it is more likely that an individual will have
15multiple jobs over their lifetime rather than just one; and
 
16    WHEREAS, United States House Resolution 711 of the 114th
17Congress would have repealed the Windfall Elimination
18Provision and replaced it with the Public Servant Fairness
19Formula; this change would allow for the use of one benefit
20calculation for all beneficiaries; it would be easier to
21understand and more fair; and
 
22    WHEREAS, U.S. H.R. 711 of the 114th Congress was not

1supported by all as the best way to fix the problems created by
2the WEP; however, it has gone further in the process than
3previous attempts, showcasing the widespread belief that
4something needs to be done to correct the problems created by
5the WEP; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we urge the President and the United States Congress to
9continue to work to find a solution to the problems created by
10the Windfall Elimination Provision; and be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the President of the United States, the U.S.
13Senate Majority Leader, the U.S. Senate Minority Leader, the
14U.S. Speaker of the House, the U.S. House of Representatives
15Minority Leader, and all members of the Illinois Congressional
16Delegation.
