HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of William
4Kelley, who passed away on November 26, 2021; and
 
5    WHEREAS, William Kelley was born in Bolton, Mississippi to
6Charles Kelley and Mentha Martin on May 18, 1929, the youngest
7boy of seven children; and
 
8    WHEREAS, William Kelley was a hard worker; he dedicated 33
9years to Bell and Howell, working in their machine shop, and
10two and a half years to Sargent Welch, before retiring in 1990;
11and
 
12    WHEREAS, William Kelley was dedicated to his family; after
13the passing of his first wife, Louise Kelley, he married
14Carolyn Kelley in 1984; and
 
15    WHEREAS, William Kelley instilled in his children and
16grandchildren the importance of receiving an education, even
17though he did not have an opportunity to receive a quality
18education; as a result, his children and grandchildren are all
19college graduates with some holding post-graduate degrees; and
 
20    WHEREAS, William Kelley was a resident, homeowner, and

1landlord in the Lawndale Community in Chicago for over 50
2years; and
 
3    WHEREAS, William Kelley became very active in his
4neighborhood when he moved to Cermak and Kildare in 1961; he
5was a block club member and participated in CAPS neighborhood
6watch; he was well known in his neighborhood, and most of his
7neighbors referred to him as "Mr. Kelley"; and
 
8    WHEREAS, William Kelley honored his civic duty by never
9missing an opportunity to vote; and
 
10    WHEREAS, William Kelley will always be remembered for his
11vivacity, especially on the dance floor; he was the life of the
12party and enjoyed spending time with his family and friends;
13he had a gracious smile and a fun-loving personality and was
14dedicated to his family; he will be greatly missed by all who
15encountered his warmth and high spirit; and
 
16    WHEREAS, William Kelley was passionate about travel; he
17spent many summers traveling with his family across the
18country; when he was not traveling, you could find him
19preparing his garden or taking fishing trips with his son; and
 
20    WHEREAS, William Kelley was preceded in death by his
21mother, father, three brothers, and three sisters; and

1    WHEREAS, William Kelley is survived by his wife, Carolyn
2Kelley; his children, Mary, Charles, and Fanchon Kelley; his
3grandchildren, Belinda Burgess, Charles (Amy) Kelley Jr., and
4Korey (Tiffany) Kelley; his great-grandchildren, Taylor
5Porter, Antoine Harris Jr., Quentin Carey, and Avery Kelley;
6and numerous nieces, nephews, in-laws, friends, and neighbors;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we mourn the passing of William Kelley and extend our sincere
11condolences to his family, friends, and all who knew and loved
12him; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the family of William Kelley as an expression of
15our deepest sympathy.
