HOUSE RESOLUTION

 
2    WHEREAS, Everyone has an important role to play in
3increasing road safety; and
 
4    WHEREAS, Passenger deaths accounted for 25 percent of all
5traffic fatalities nationwide in 2019; and
 
6    WHEREAS, Traffic deaths increased 7 percent in 2020 and 18
7percent in 2021, according to the National Highway Traffic
8Safety Administration's (NHTSA) preliminary estimates; and
 
9    WHEREAS, Passenger vehicle occupant deaths rose 5 percent
10in 2020; and
 
11    WHEREAS, These historic increases in traffic deaths
12occurred even though there was a 13 percent decrease in the
13miles that vehicles traveled; and
 
14    WHEREAS, NHTSA's data shows that the main behaviors behind
15these increases were speeding, impaired driving, and failure
16to wear seat belts; and
 
17    WHEREAS, Whether a driver is impaired by alcohol or drugs,
18is speeding, is driving too aggressively, is driving
19distracted, or is unable to stay awake behind the wheel, bad

1driving choices put passengers at risk of serious injury or
2death; and
 
3    WHEREAS, Many of those lives might have been saved had a
4passenger in the car insisted that the driver slow down, stop
5texting, or not get behind the wheel in the first place; and
 
6    WHEREAS, Passengers, especially teens and young adults,
7need education and encouragement to empower them to save lives
8by stopping unsafe driving practices as they happen; and
 
9    WHEREAS, Parents also need education and encouragement to
10teach their children about the importance of speaking up or
11not getting in a car with someone who is drunk, drugged, or
12distracted; therefore, be it
 
13    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we support National Passenger Safety Week, January 23-29,
162022, and we encourage passengers in motor vehicles to educate
17themselves and advocate for their own safety and the safety of
18others during this week and throughout the year.
