HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate President Morton Schapiro
4on the occasion of his retirement from Northwestern
5University; and
 
6    WHEREAS, President Schapiro began his term as the 16th
7president of Northwestern University on September 1, 2009; and
 
8    WHEREAS, President Schapiro has served as a professor of
9economics in Northwestern's Judd A. and Marjorie Weinberg
10College of Arts and Sciences and as a fellow of the
11Northwestern Institute for Policy Research; he holds
12appointments in the J.L. Kellogg School of Management and the
13School of Education and Social Policy; and
 
14    WHEREAS, President Schapiro is among the nation's leading
15authorities on the economics of higher education, particularly
16in the area of college financing affordability, college costs,
17and student aid; and
 
18    WHEREAS, President Schapiro served as president of
19Williams College from 2000 to 2009; he previously served as a
20professor of economics and as assistant provost at Williams
21College from 1980 to 1991; and

1    WHEREAS, President Schapiro chaired the Department of
2Economics at the University of Southern California from 1991
3to 1994 and served as dean of the College of Letters from 1994
4to 2000; during his last two years as dean, he also served as
5vice president for Planning; and
 
6    WHEREAS, President Schapiro has written more than 100
7articles and written or edited ten books; he has authored
8dozens of commentaries and essays for the New York Times, the
9Wall Street Journal, the Washington Post, the Los Angeles
10Times, the Chronicle of Higher Education, and numerous other
11publications; and
 
12    WHEREAS, President Schapiro has received research grants
13and contracts from the National Science Foundation, the U.S.
14Department of Education, the World Bank, the Andrew W. Mellon
15Foundation, the Spencer Foundation, the College Board, the
16Organization for Economic Cooperation and Development, and
17other groups to study the economics of higher education and
18related topics; and
 
19    WHEREAS, President Schapiro was elected a fellow of the
20American Academy of Arts and Sciences in 2010; he was elected
21to the National Academy of Education in 2017; and

1    WHEREAS, President Schapiro chaired the Big Ten Conference
2from 2018 through 2021; and
 
3    WHEREAS, President Schapiro has led Northwestern
4University through a period of record transformative academic
5growth; and
 
6    WHEREAS, During President Schapiro's tenure, undergraduate
7applications to Northwestern University and representation of
8underrepresented student populations have doubled; and
 
9    WHEREAS, President Schapiro has led Northwestern to a new
10era of active civic engagement by committing scholarly and
11financial resources to the Chicago and Evanston communities,
12creating programs such as the Northwestern Academy and the
13Good Neighbor Fund; and
 
14    WHEREAS, Over the course of President Schapiro's term,
15annual funding for sponsored research activity at Northwestern
16has risen 86 percent from nearly $477 million in 2009 to $893
17million in 2021; and
 
18    WHEREAS, Under President Schapiro's leadership,
19Northwestern University has added 502 new endowed scholarships
20and fellowships, 84 endowed professorships, more than 30 new
21research centers and institutes, and hundreds of additional

1grants; and
 
2    WHEREAS, Through President Schapiro's supervision, the
3number of Northwestern University faculty with major academy
4memberships has increased by roughly 73 percent; and
 
5    WHEREAS, Thanks to President Schapiro's guidance,
6Northwestern University has risen to rank among the top ten
7American universities; and
 
8    WHEREAS, President Schapiro has been a transformational
9leader and tireless advocate for Northwestern University as
10well as a dedicated scholar and educator who has advanced
11Northwestern and its surrounding community; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
14we congratulate President Morton Schapiro on his exemplary
15tenure at Northwestern University and his contributions to
16higher education and wish him the best in his retirement; and
17be it further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to President Schapiro as a symbol of our esteem and
20respect.
