HOUSE RESOLUTION

 
2    WHEREAS, All over the world, persons who menstruate face
3numerous challenges in managing their menstruation, including
4pads and other supplies being unavailable or unaffordable, a
5lack of access to safe toilet facilities with clean water
6where they can clean themselves in privacy, discriminatory
7cultural norms or practices that make it difficult to maintain
8good menstrual hygiene, a lack of education for all on the
9topic of menstruation, and other struggles; and
 
10    WHEREAS, Poor menstrual hygiene undermines the educational
11and occupational opportunities, health, and overall social
12status of persons who menstruate; and
 
13    WHEREAS, As a result, millions of persons who menstruate
14are kept from reaching their full potential; and
 
15    WHEREAS, Menstrual Hygiene Day was initiated by the German
16nonprofit WASH United in 2013; and
 
17    WHEREAS, Menstrual Hygiene Day is a global advocacy
18platform that brings together the voices and actions of
19nonprofits, government agencies, individuals, the private
20sector, and the media to promote good menstrual hygiene
21management for all persons who menstruate; and

1    WHEREAS, Menstrual Hygiene Day breaks the silence, raises
2awareness, and changes negative social norms around menstrual
3hygiene management; and
 
4    WHEREAS, Menstrual Hygiene Day engages decision-makers to
5increase the political priority of and sparks action for
6menstrual hygiene management at global, national, and local
7levels; and
 
8    WHEREAS, This movement has increased its support and
9impact each year, resulting in organizers managing to reach a
10record-breaking 566 million people globally in 2021 with their
11stigma-breaking and positive health messaging utilizing
12virtual and physical resources; and
 
13    WHEREAS, Menstrual Hygiene Day organizers have set a
14number of goals to be accomplished by 2030, including ensuring
15all persons who menstruate have affordable access to menstrual
16products of their choice, ending period stigma, ensuring
17access to accurate and useful educational information on
18menstruation and menstrual health for all, and providing clean
19water for all to aid in menstrual hygiene; and
 
20    WHEREAS, Every person who menstruates should be empowered
21to manage their menstruation safely, hygienically, with

1confidence, and without shame; no person who menstruates
2should be limited by something as natural and normal as a
3period; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we declare May 28, 2022 as Menstrual Hygiene Day in the State
7of Illinois.
