HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Kay
4McGuire, who passed away on February 25, 2022; and
 
5    WHEREAS, Kay McGuire was born to Charles W. Clabaugh and
6Eleanor Knoll Clabaugh in Champaign on February 9, 1941; and
 
7    WHEREAS, Kay McGuire married the Reverend Richard McGuire
8at the First United Methodist Church in Champaign on June 23,
91962; together, they had one daughter, Donna Pepper; and
 
10    WHEREAS, Kay McGuire graduated from Champaign High School
11in 1959; she attended the University of Illinois where she
12earned a Bachelor of Arts in 1974, a Master of Science in 1977,
13and a Master of Social Work in 1982; and
 
14    WHEREAS, Kay McGuire began her career in social work in
151974 at CRCC in Paxton where she provided counseling as well as
16consultant services; in 1980, she opened the Center for
17Creative Communication in Urbana, which evolved into a
18training and consulting firm emphasizing business processes,
19leadership development, and teaming; she eventually became a
20national public speaker and trainer; and

1    WHEREAS, In 1997, Kay McGuire became a civilian employee
2at the United States Army Corps of Engineers in Champaign
3where she helped with facilitation, teaming, and
4organizational development; she retired in 2012; and
 
5    WHEREAS, Kay McGuire received a long list of awards and
6recognitions, including the Department of the Army Commander's
7Award for Civilian Service in 2000 and the Department of the
8Army's Superior Civilian Service Award in 2005; she appeared
9as an expert guest on The Phil Donahue Show and Hour Magazine
10with Gary Collins; and
 
11    WHEREAS, Kay McGuire was involved in many organizations;
12she served on the board of directors at Paxton Community
13Hospital and Salt & Light Ministry and on committees with
14local Chambers of Commerce, Parkland College, the University
15of Illinois, and many local mental-health and women in
16business initiatives; and
 
17    WHEREAS, Kay McGuire was an advocate for mental health,
18clergy wives, women, and senior citizens especially; she will
19be remembered for her work ethic, intelligence, and kindness,
20which was felt by all who met her; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we mourn the passing of Kay Clabaugh McGuire and extend our
2sincere condolences to her family, friends, and all who knew
3and loved her; and be it further
 
4    RESOLVED, That suitable copies of this resolution be
5presented to the immediate family of Kay Clabaugh McGuire as
6an expression of our deepest sympathy.
