a renewed energy crisis, marked by the feckless drift of key
segments of global energy supply into totalitarian hands; and

    WHEREAS, Much of the oil, gas, and other energy that
currently flows, or until recently has flowed, into the stream
of operating consumption of the world's peaceful peoples comes

Federation; it is the largest geographic nation on earth, with
the largest area of land mass and the largest access to
geological resources that include oil and gas; and

    WHEREAS, The peaceful peoples of the world, especially the
United States, ought not to buy oil and gas from non-allies;
instead, we should redouble our efforts to gain true energy
independence; therefore, be it
