HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are sadden to learn of the death of longtime
4Barrington resident and philanthropist Richard S. Pepper, who
5passed away on January 28th, 2021; and
 
6    WHEREAS, Richard Pepper was born on June 23rd, 1930; he
7attended Northwestern University in Evanston where he met his
8wife Roxelyn (Roxy) in 1949; and
 
9    WHEREAS, After the unexpected passing of his father and
10founder of Pepper Construction, Stacy F. Pepper, Richard
11Pepper assumed the role of president of the company in 1957 at
12just 27 years old; and
 
13    WHEREAS, Together with his wife, Richard Pepper grew the
14Chicago-based firm into a nationally recognized contractor;
15and
 
16    WHEREAS, Richard Pepper was responsible for several
17suburban landmarks being built, including Nordstrom stores at
18Woodfield Mall and the Old Orchard Shopping Center, corporate
19headquarters for Kraft in Northfield and Grainger in Lake
20Forest, and hospital projects such as Advocate Condell's West
21Tower addition in Libertyville and Central DuPage Hospital's

1bed tower addition in Winfield; he also built the Village Hall
2in Barrington Hills in the 70s with no cost to the taxpayers;
3and
 
4    WHEREAS, Richard Pepper held several leadership positions
5in the construction industry, including serving as president
6of the Associated General Contractors of America in 1983 and
7as chairman of the Chicago and Northeast Illinois District
8Council of Carpenters Apprentice and Trainee Program; and
 
9    WHEREAS, Richard and Roxy Pepper were major financial
10backers of the Barrington Historical Society and helped launch
11the Pepper Family Tree House at Citizens Park, among many
12other things; and
 
13    WHEREAS, Richard and Roxy Pepper were honored several
14times for their philanthropic work, including in 2017 for
15supporting Maryville's Center for Children and by the Illinois
16Humanities Council with a Studs Terkel Humanities Service
17Award 2016; and
 
18    WHEREAS, In 2001, Richard and Roxy Pepper became the first
19couple to be awarded the Northwestern Medal of Honor; and
 
20    WHEREAS, Richard Pepper is survived by his loving wife of
2169 years, Roxy; his five children, Stan (Chris) Pepper, Lynda

1(Bob) Bollman, Richard Pepper, Lisa Pepper, and Scot Pepper;
2his 18 grandchildren; and his 18 great-grandchildren;
3therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we mourn the passing of Richard S. Pepper and extend our
7sincere condolences to his family, friends, and all who loved
8and knew him; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to the family of Richard Pepper as an expression of
11our deepest sympathy.
