SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/5-41 new

    Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that, subject to federal approval, the Department of Healthcare and Family Services, in cooperation with the Department of Human Services' Division of Developmental Disabilities, shall establish a Bridge to Community Supports for Young Adults with Developmental Disabilities Waiver Program (waiver program). Provides that the waiver program shall serve young adults with developmental disabilities who are at least 18 years of age but under 27 years of age from the time they graduate from high school or are no longer eligible for special education services until they are removed from the Prioritization for Urgency of Need for Services database or until the day before their 27th birthday, whichever occurs first. Provides that the waiver program shall provide an array of self-directed service choices, based on a person-centered plan developed with the eligible young adult, at a maximum of $15,000 per individual per year. Requires the Department of Healthcare and Family Services to apply to the federal Centers for Medicare and Medicaid Services for a research and demonstration waiver under the Social Security Act to establish the waiver program. Provides that implementation of the waiver program is subject to federal approval. Effective immediately.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 5-41 as follows:
 
6    (305 ILCS 5/5-41 new)
7    Sec. 5-41. Bridge to Community Supports for Young Adults
8with Developmental Disabilities Waiver Program.
9    (a) The purpose of the waiver program created under this
10Section is to provide services to individuals with
11developmental disabilities during the period after they
12graduate from high school until they qualify for adult
13services.
14    (b) Subject to federal approval, the Department of
15Healthcare and Family Services, in cooperation with the
16Department of Human Services' Division of Developmental
17Disabilities, shall establish a Bridge to Community Supports
18for Young Adults with Developmental Disabilities Waiver
19Program. The waiver program shall serve young adults with
20developmental disabilities who are at least 18 years of age
21but under 27 years of age from the time they graduate from high
22school or are no longer eligible for special education
23services until they are removed from the Prioritization for

1Urgency of Need for Services (PUNS) database or until the day
2before their 27th birthday, whichever occurs first.
3    The waiver program shall provide the following array of
4self-directed service choices, based on a person-centered plan
5developed with the eligible young adult, at a maximum of
6$15,000 per individual per year:
7        (1) Day activities.
8        (2) Employment and training supports and services.
9        (3) Health and wellness support.
10        (4) Post-secondary education and literacy skills
11    development.
12        (5) Career and technical training.
13        (6) Assistive technology devices and services to
14    enable participation in allowable activities.
15        (7) Respite services.
16        (8) Independent living skills development.
17        (9) Social and emotional development.
18        (10) Behavioral supports and interventions.
19        (11) Community experiences.
20    (c) Within 180 days after the effective date of this
21amendatory Act of the 102nd General Assembly, the Department
22of Healthcare and Family Services shall apply to the federal
23Centers for Medicare and Medicaid Services for a research and
24demonstration waiver under Section 1115 of the Social Security
25Act in order to establish the Bridge to Community Supports for
26Young Adults with Developmental Disabilities Waiver Program.

1Implementation of the waiver program shall be subject to
2federal approval.
 
3    Section 99. Effective date. This Act takes effect upon
4becoming law.
