SYNOPSIS AS INTRODUCED:
 
75 ILCS 16/1-60 new
30 ILCS 805/8.46 new

    Amends the Public Library District Act of 1991. Provides that, no later than one year after the effective date of the amendatory Act and thereafter, a district must maintain staffing levels of at least the number of staff members required by Appendix 3.2 of the "Serving Our Public: Standards for Illinois Public Libraries", Revised Edition (Copyright 1997 by the Illinois Library Association). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Library District Act of 1991 is
5amended by adding Section 1-60 as follows:
 
6    (75 ILCS 16/1-60 new)
7    Sec. 1-60. Staffing. No later than one year after the
8effective date of this amendatory Act of the 102nd General
9Assembly and thereafter, a district must maintain staffing
10levels of at least the number of staff members required by
11Appendix 3.2 of the "Serving Our Public: Standards for
12Illinois Public Libraries", Revised Edition (Copyright 1997 by
13the Illinois Library Association).
 
14    Section 90. The State Mandates Act is amended by adding
15Section 8.46 as follows:
 
16    (30 ILCS 805/8.46 new)
17    Sec. 8.46. Exempt mandate. Notwithstanding Sections 6 and
188 of this Act, no reimbursement by the State is required for
19the implementation of any mandate created by this amendatory
20Act of the 102nd General Assembly.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
