SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Road Designation Program Act. Establishes a designation program for the naming and subsequent placement of signage upon interstate or State-numbered highway interchanges or upon bridges or segments of highway under the jurisdiction of the Illinois Department of Transportation. Provides that any person who desires to have roads designated or to erect signage upon designated roads must, in an application to the Department, provide: (1) a description of the interstate or State-numbered highway interchange or bridge or segment of highway for which the designation is sought and the proposed name of the interchange, bridge, or relevant segment of highway, and (2) a letter of sponsorship from the Illinois State Representative and State Senator for each district in which the road is located. Outlines the approval process for the petitioner's application. Provides that the Department shall give notice of any proposed designation on the Department's official public website. Provides that signs are subject to all applicable federal and State limitations or conditions on highway signage, including location and spacing. Provides that 2 signs shall be erected for each interchange, bridge, or segment of highway designation and that all money received by the Department for the construction and maintenance of interchange, bridge, or segment of highway signs shall be deposited into the Road Fund. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Road
5Designation Program Act.
 
6    Section 5. Purpose. This Act establishes a designation
7program for the naming and subsequent placement of signage
8upon interstate or State-numbered highway interchanges or upon
9bridges or segments of highway under the jurisdiction of the
10Illinois Department of Transportation.
 
11    Section 10. Definitions. As used in this Act:
12    "Department" means the Illinois Department of
13Transportation.
14    "Secretary" means the Secretary of the Illinois Department
15of Transportation.
 
16    Section 15. Road designation program.
17    (a) Any person who desires to have an interstate or
18State-numbered highway interchange or bridge or segment of
19highway under the jurisdiction of the Department designated in
20honor of the name of an individual Illinois citizen or
21citizens, or a person or persons with long-standing ties to

1the State of Illinois, shall petition the Department by
2submitting an application in a form prescribed by the
3Secretary containing the following:
4        (1) a description of the interstate or State-numbered
5    highway interchange or bridge or segment of highway under
6    the jurisdiction of the Department for which the
7    designation is sought and the proposed name of the
8    interchange, bridge, or relevant segment of highway; and
9        (2) a letter of sponsorship from the Illinois State
10    Representative and State Senator for each district in
11    which the road is located, attesting to the meritorious
12    nature of the individual to be honored by the signage
13    designation and stating reasons that the individual is
14    worthy of honorary designation.
15    (b) After determining that the petitioner meets all the
16application requirements of subsection (a), the Department
17shall issue a written preliminary approval to the petitioner
18that includes the amount of the fee required to cover the cost
19of constructing and erecting the petitioner's proposed signs.
20The fee shall not exceed the costs of constructing or erecting
21the signs. Upon issuing a preliminary approval to the
22petitioner, the Department shall submit a recommendation
23containing the proposed designations to the sponsors in the
24General Assembly named in the application. The Department
25shall be notified upon the approval or denial of a proposed
26designation. Upon the approval of a proposed designation, the

1petitioner shall submit a fee to be determined by the
2Secretary to cover the costs of constructing and erecting the
3proposed signs on the interchange, bridge, or segment of
4highway. Upon the receipt of the appropriate fee from the
5petitioner, or others acting on behalf of the petitioner, the
6Department shall issue a final approval of the petition and
7construct and erect the signs.
8    (c) The Department shall give notice of any proposed
9designation under this Section on the Department's official
10public website.
11    (d) The honorary signs may be placed upon interstate or
12State-numbered highway interchanges or upon bridges or
13segments of highway under the jurisdiction of the Department
14according to the provisions of this Section, and any
15applicable federal and State limitations or conditions on
16highway signage, including location and spacing.
17    (e) Two signs shall be erected for each interchange,
18bridge, or segment of highway designation processed under this
19Section.
20    (f) No interchange, bridge, or segment of highway may be
21named or designated under this Section if it carries an
22existing designation.
23    (g) All money received by the Department for the
24construction and maintenance of interchange, bridge, or
25segment of highway signs shall be deposited into the Road
26Fund.

1    (h) The documents and fees required under this Section
2shall be submitted to the Department.
3    (i) Nothing in this Act precludes a posthumous honorary
4designation, should the individual or individuals to be
5honored under this Act be deceased.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
