SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.41 new

    Amends the Board of Higher Education Act. Subject to appropriation, requires the Board of Higher Education to create the Illinois College Info Portal for the purpose of providing a simple, statewide, online student-parent interface that allows users to receive information about Illinois public universities, including information about available programs and financial aid. Sets forth specific requirements for the portal system. Sets forth provisions concerning promoting, integrating, and linking the portal. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.41 as follows:
 
6    (110 ILCS 205/9.41 new)
7    Sec. 9.41. Illinois College Info Portal.
8    (a) Subject to appropriation, on or before July 1, 2023,
9the Board shall create the Illinois College Info Portal. The
10Board shall be responsible for the administration and
11coordination of the Illinois College Info Portal.
12    (b) The Illinois College Info Portal shall be a simple,
13statewide, online student-parent interface that allows
14registered users to receive information about public
15universities in Illinois, with an emphasis on providing the
16most cost-efficient means of sharing information. The portal
17must incorporate a waiver that meets the requirements of the
18federal Family Educational Rights and Privacy Act of 1974 so
19that a student's information may be provided to a public
20university primarily for the purposes of recruitment,
21marketing, and program development. Through the portal system,
22public universities shall provide to interested parties
23information on available programs and financial aid. The

1portal system must be automated to allow information about a
2public university and career-interest information to be sent
3to a primary data administrator within the university at
4numerous times throughout the year. In addition, the portal
5system must:
6        (1) enable the student or parent to sign up to receive
7    information about a public university, all public
8    universities, or only public universities offering
9    programs relating to the student's academic major or
10    career-interest area; and
11        (2) allow a menu of choices, such as:
12                (A) allowing the student or parent to choose
13            to select all information from a public
14            university, information relating only to financial
15            aid, or information relating only to certain
16            degree programs;
17                (B) allowing the student or parent to decide
18            how the student or parent wants to receive the
19            information, with an emphasis on providing the
20            most cost-efficient means of sharing information,
21            whether by email, postal mail if deemed
22            appropriate by the university, text message, or
23            any other method; and
24                (C) ensuring streamlined information from
25            other sources utilized by colleges and
26            universities so that such efforts are not

1            redundant.
2    (c) The Illinois College Info Portal shall be heavily
3promoted by all pertinent State agencies, including the
4Secretary of State if possible. School districts and school
5counselors are encouraged to integrate the portal into
6relevant experiences as part of the Illinois PaCE Framework.
7    (d) The Illinois College Info Portal shall be linked to
8student-facing websites, such as the Illinois Student
9Assistance Commission's Student Portal, the State Board of
10Education's Student Voices, and the Department of Employment
11Security's Illinois Career Information System.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
