SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Entertainment Industry Worker Training Program Act. Provides that the Department of Labor, in collaboration with the International Alliance of Theatrical Stage Employees Local 2, the International Alliance of Stage Employees' Midwest affiliates, and entities of the Chicago Entertainment Industry Labor Council, shall develop and establish an Entertainment Industry Worker Training Program. Provides that the Program shall include (i) a 3-year educational component that provides specific skill set training for 25 to 50 participants annually with a weekly stipend during the training and job referral services upon successful completion; and (ii) ongoing training for skilled professionals. Provides that subject to appropriation, the Department, in consultation with the International Alliance of Theatrical Stage Employees Local 2, shall purchase a building or renovate an existing building for the Entertainment Industry Worker Training Program. Provides that the building shall be located in an urban area and be within safe walking distance to public transportation. Provides that the Department may adopt any rules necessary to implement the Entertainment Industry Worker Training Program, including rules on qualification requirements.

1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Entertainment Industry Worker Training Program Act.
 
6    Section 5. Purpose. The purpose of this Act is as follows:
7        (1) to create an Entertainment Industry Worker
8    Training Program that will be a model for the nation;
9        (2) to create jobs with a skilled, trained, and
10    diverse workforce that will serve the growing
11    entertainment industry in Chicago and the State of
12    Illinois;
13        (3) to help create an awareness of, and a threshold
14    to, an entertainment industry career; and
15        (4) to provide a center for the entertainment industry
16    for ongoing training, both in updating entertainment
17    industry craft skills and providing seminars focused on
18    diversity, equity and inclusion, anti-harassment, and
19    modern workforce civility.
 
20    Section 10. Program. The Department of Labor, in
21collaboration with the International Alliance of Theatrical
22Stage Employees Local 2, the International Alliance of Stage

1Employees' Midwest affiliates, and entities of the Chicago
2Entertainment Industry Labor Council, shall develop and
3establish an Entertainment Industry Worker Training Program.
4The Program shall provide the following:
5        (1) A 3-year educational component that provides
6    specific skill set training for 25 to 50 participants
7    annually with a weekly stipend during the training and job
8    referral services upon successful completion. The
9    educational component shall include:
10            (A) diversity, equity-inclusion, and
11        anti-harassment training;
12            (B) rigging training, including motor and
13        computerized rigging in all theatrical settings;
14            (C) sound production training, including digital
15        audio;
16            (D) lighting training, including intelligent
17        lighting; and
18            (E) Occupational Safety and Health Administration
19        training and general workplace safety.
20        (2) Ongoing training for hundreds of skilled
21    professionals, so they can be more successful in their
22    fields, including, but not limited to, ongoing training
23    for stagehands, studio mechanics, hair and make-up
24    artists, wardrobe, television production workers,
25    cinematographers, editors, animators, scenic artists,
26    camera operators, and audio-visual workers.

1    Applicants to the program shall apply to the Department in
2a form and manner prescribed by the Department.
 
3    Section 15. Building. Subject to appropriation, the
4Department, in consultation with the International Alliance of
5Theatrical Stage Employees Local 2, shall purchase a building
6or renovate an existing building for trainings provided by the
7Entertainment Industry Worker Training Program. The building
8shall be located in an urban area within safe walking distance
9to public transportation.
 
10    Section 20. Rules. The Department may adopt any rules
11necessary to implement the Entertainment Industry Worker
12Training Program, including rules on qualification
13requirements.
