1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Natural Resources Act is
5amended by changing Section 20-10 as follows:
 
6    (20 ILCS 801/20-10)
7    Sec. 20-10. Board of the Illinois State Museum.
8    (a) Within the Department there shall be a Board of the
9Illinois State Museum, composed of 11 persons, one of whom
10shall be a senior citizen age 60 or over. The Board shall be
11composed of 9 representatives of the natural sciences,
12anthropology, art, and business, qualified by at least 10
13years of experience in practicing or teaching their several
14professions; one senior citizen; and the Director of Natural
15Resources or the Director's designee. Members of the Board
16shall be appointed by the Governor with the advice and consent
17of the Senate and shall serve for 2-year terms.
18    The transfer of the Board to the Department under this Act
19does not terminate or otherwise affect the term of membership
20of any member of the Board, except that the former Director of
21Energy and Natural Resources is replaced by the Director of
22Natural Resources.
23    (b) The Board shall:

1        (1) advise the Director of the Department in all
2    matters pertaining to maintenance, extension and
3    usefulness of the Illinois State Museum;
4        (2) make recommendations concerning the appointment of
5    a new museum director whenever a vacancy occurs in that
6    position; and
7        (3) (blank); fix the salaries of the administrative,
8    scientific, and technical staff of the Illinois State
9    Museum; and
10        (4) review the budget and approve budget requests of
11    the Illinois State Museum and make recommendations with
12    reference thereto to the Governor through the Director of
13    the Department.
14    (c) (Blank). The approval of the Board of the Illinois
15State Museum is necessary for the appointment of the
16administrative, scientific, and technical staff of the
17Illinois State Museum and for the making of any change in the
18salary of any person on that staff.

20    Section 10. The Illinois Conservation Foundation Act is
21amended by changing Section 5 as follows:
 
22    (20 ILCS 880/5)
23    Sec. 5. Creation of Foundation. The General Assembly
24authorizes the Department of Natural Resources, in accordance

1with Section 10 of the State Agency Entity Creation Act, to
2create the Illinois Conservation Foundation. Under this
3authority, the Department of Natural Resources shall create
4the Illinois Conservation Foundation as a not-for-profit
5foundation. The Department shall file articles of
6incorporation as required under the General Not For Profit
7Corporation Act of 1986 to create the Foundation. The
8Foundation's Board of Directors shall be appointed as follows:
92 by the President of the Illinois Senate; 2 by the Minority
10Leader of the Illinois Senate; 2 by the Speaker of the Illinois
11House of Representatives; 2 by the Minority Leader of the
12Illinois House of Representatives; and 4 by the Governor. Each
13appointing individual shall have: one two-year term and one
14three-year term appointment. The Governor shall have 4
15four-year term appointments. Vacancies shall be filled by the
16official who made the recommendation for the vacated
17appointment. The Director of Natural Resources shall chair the
18Board of Directors of the Foundation. No member of the Board of
19Directors may receive compensation for his or her services to
20the Foundation.
