SENATE RESOLUTION

 
2    WHEREAS, Richard Buchanan had a career in public service
3that spanned more than four decades; and
 
4    WHEREAS, Richard Buchanan was hired at State Farm
5Insurance in 1971 and spent the next 30 years working as a
6human resources professional in the growing systems
7department; and
 
8    WHEREAS, Richard Buchanan served six years from 1971 to
91977 on the Bloomington City Council and two terms as the mayor
10of Bloomington from 1977 to 1985; he served on the McLean
11County Board from 2012 to 2017; and
 
12    WHEREAS, As mayor, Richard Buchanan was known for
13listening to his constituents and taking policy ideas through
14to completion; and
 
15    WHEREAS, Richard Buchanan fostered a friendly relationship
16between the two towns of Bloomington and Normal during his two
17terms as mayor; and
 
18    WHEREAS, Richard Buchanan also served more than 35 years
19on the city liquor commission, stepping down in December 2012
20when he won his county board seat; and

1    WHEREAS, Richard Buchanan is a native of Clinton; he met
2his wife Judy while they were students at Northern Illinois
3University; following graduation, he spent six years in the
4U.S. Army Reserve, including seven months of active duty; and
 
5    WHEREAS, Richard Buchanan and Judy raised three children
6together; and
 
7    WHEREAS, Richard Buchanan and Judy were honored in 2019 as
8McLean County History Makers by the McLean County Museum of
9History; and
 
10    WHEREAS, Richard Buchanan was beloved by his colleagues,
11family, and friends; and
 
12    WHEREAS, Richard Buchanan will be remembered for his
13willingness to work with others and his ability to take
14people's opinions seriously; therefore, be it
 
15    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
16ASSEMBLY OF THE STATE OF ILLINOIS, that we declare March 30,
172022 as Richard Buchanan Day in order to commemorate the one
18year anniversary of his death and to celebrate his life and his
19dedication to public service, his family, and his community;
20and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to the family of Richard Buchanan as a symbol of our
3respect and esteem.
