SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Jerry E. Phelps of Rock Island, who passed away on March 24, 2021; and

WHEREAS, Jerry Phelps was born to Roy J. and Mary (Sturms) Phelps in Muscatine, Iowa on August 23, 1930; he married Jean Danner in Muscatine, Iowa on July 2, 1952; he served in the United States Marine Corps; and

WHEREAS, Jerry Phelps was the owner and operator of Phelps Fashion Apparel, Rock Island, Jerry on the Spot Cleaners, Model Cleaners, Vanderbeck Cleaners, Moline, and Center Stage Gift Shop; and

WHEREAS, Jerry Phelps served as a Rock Island Councilman from 1969 to 1973; and

WHEREAS, Jerry Phelps was a member of the First Baptist Church of Rock Island and the Rock Island Kiwanis and served as former president of the Illinois Dry Cleaning Association and the Hilltop Business Association; and

WHEREAS, Jerry Phelps enjoyed working in his garden; and

WHEREAS, Jerry Phelps was preceded in death by his parents and his son, Roy J. Phelps II; and

WHEREAS, Jerry Phelps is survived by his wife of 68 years, Jean; his daughter, Debbie (David) Antognoli; his grandchildren, David (Jessica) Antognoli and Olivia (Ben) Stoner; his sister, Patricia Bennett; and his brother, Michael Phelps; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Jerry E. Phelps and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Jerry Phelps as an expression of our deepest sympathy.
