SENATE RESOLUTION

 
2    WHEREAS, The first years of a child's life are when the
3most rapid brain development happens and lays the foundation
4for all future learning; and
 
5    WHEREAS, Children's cognitive, physical, social and
6emotional, and language and literacy development are built on
7a foundation of children's positive interactions with adults,
8peers, and their environment; and
 
9    WHEREAS, As of 2019, 6% of children in our State have all
10available parents in the workforce; and
 
11    WHEREAS, High-quality early care and education can help
12ameliorate the effects of poverty, detect and remediate
13delays, identify and help prevent child neglect, and lead to
14positive outcomes for individual children, helping them be
15better prepared for school and more likely to succeed in life;
16and
 
17    WHEREAS, The average wage for child care providers, who
18are skilled and valuable front-line professionals and who have
19risked their health to provide education and care during a
20global pandemic, is less than $12 per hour, with Black and
21Latina child care workers making even less; and

1    WHEREAS, The essential yet chronically undervalued child
2care sector has sacrificed and struggled to serve children and
3families since the start of the COVID pandemic; and
 
4    WHEREAS, 2021 marks the 50th anniversary of the Week of
5the Young Child designed to recognize and advance the early
6childhood education profession; therefore, be it
 
7    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
8ASSEMBLY OF THE STATE OF ILLINOIS, that we declare April 10 to
9April 16, 2021 as the Week of the Young Child in the State of
10Illinois; and be it further
 
11    RESOLVED, That we declare April 30, 2021 as El Dia Del Niño
12(Children's Day) in the State of Illinois.
