SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of LeRoy Harshbarger of Collinsville, formerly of Granite City and Belle, Missouri, who passed away on September 21, 2021; and

WHEREAS, LeRoy Harshbarger was born to Roland and Nellie (Burns) Harshbarger in Granite City on June 4, 1931; he proudly served his country with the Seabees, a U.S. Naval Construction Battalion; he married Margaret Jane (Roby) Harshbarger, and she passed away after 31 years of marriage; he married Ginger K. (Walker) Skaggs at High Gate Baptist Church in Missouri on December 21, 2000; and

WHEREAS, LeRoy Harshbarger retired from the Granite City Fire Department after 25 years of dedicated service as a fireman; and

WHEREAS, LeRoy Harshbarger was a member of Masonic Lodge #373 in Belle, Missouri; and

WHEREAS, LeRoy Harshbarger was preceded in death by his first wife; his parents; his stepson, Randy Phillips; his brother, Donald Harshbarger; and his sister and brother-in-law, Joann and Glen Romine; and

WHEREAS, LeRoy Harshbarger is survived by his beloved wife; his stepchildren and their spouses, Michael and Debbie Phillips, Tommy and Connie Phillips, and Kimberly and Ronald Watt; his many step-grandchildren; his step-great-grandchildren; his sister-in-law, Jacquelinn Harshbarger; and his other extended family and friends; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of LeRoy Harshbarger and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of LeRoy Harshbarger as an expression of our deepest sympathy.
