SENATE RESOLUTION

WHEREAS, According to information compiled by the Governor's Office of Executive Appointments, the State of Illinois has over 300 boards, commissions, task forces, councils, and authorities (referred to as "boards and commissions"); and

WHEREAS, These boards and commissions are created by statutes, resolutions, and Executive Orders to serve a variety of advisory and substantive functions; and

WHEREAS, There are cumulatively hundreds of members on these boards and commissions; and

WHEREAS, Compensation to members of boards and commissions ranges from set salaries, stipends, or per diems to reimbursement of expenses only; and

WHEREAS, State agency directors and employees often serve as members of boards and commissions or provide administrative support to boards and commissions, or both, in addition to performing their regular duties; and

WHEREAS, According to findings of the Auditor General, some boards and commissions are not fulfilling their mission, including boards and commissions that were never established, were established at one time but are now inactive, have long-term vacancies, have members serving expired terms, or have failed to meet periodically as required; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is directed to conduct a management audit of the State's boards and commissions; and be it further

RESOLVED, That the audit include, but not be limited to, the following for every known State board and commission:

(1) its name and purpose;

(2) the number of appointed members and the number of vacancies and the length of the vacancies;

(3) costs of member stipends, salaries, and per diems and expense reimbursements to members and State officials and employees for attending board and commission meetings during Fiscal Years 2021 and 2022;

(4) the date of each of the board's or commission's meetings during Fiscal Years 2021 and 2022 and the number of members in attendance and the number of members absent; and

(5) identification of any report or work product prepared and made available by the board or commission during Fiscal Years 2021 and 2022; and be it further

RESOLVED, That all State agencies and boards and commissions and any other entity having information relevant to this audit cooperate fully and promptly with the Auditor General's Office in the conduct of this audit; and be it further

RESOLVED, That the Auditor General commence this audit as soon as possible and report his or her findings and recommendations upon completion in accordance with the provisions of Section 3-14 of the Illinois State Auditing Act; and be it further

RESOLVED, That a copy of this resolution be delivered to the Auditor General.
