SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Daniel "Dan" Patrick Daly of Peoria,
4who passed away on December 20, 2021; and
 
5    WHEREAS, Dan Daly was born to John J. and Mary S. Daly in
6Peoria on November 30, 1956; he graduated from the Spalding
7Institute in 1974 and from Bradley University with a Bachelor
8of Science in Accounting in 1977; he married Sherry Lynn
9O'Neill in Peoria on July 5, 1980; and
 
10    WHEREAS, As a certified public accountant, Dan Daly
11focused his career on the financial services industry; he
12began as an auditor and consultant with KPMG Peat Marwick in
13the late 1970s; in 1996, he became the founding president and
14chief executive officer of First Capital Bank; this was the
15first new bank chartered in Peoria in over 27 years, and its
16assets grew from $5.3 million at inception to over $254
17million in six years; after First Capital Bank was acquired by
18First Busey Corp. in 2004, he served as a regional president
19for Busey Bank; he was president and CEO of SENB Bank which
20serves the Quad Cities Illinois-Iowa metropolitan area; and
 
21    WHEREAS, Dan Daly was elected chairman of the Illinois
22Bankers Association (IBA) in 2018 and served on the IBA Board

1since 2009; he was actively involved in community efforts and
2served on the boards of Empower Illinois, Renew Moline, the
3Gilmore Foundation, and the Regional Opportunities Council; he
4was the chairman of the Board of Directors for SAL Family and
5Community Services and the American Red Cross; he was the
6treasurer of the Country Club of Peoria for several years;
7previously, he served in leadership roles on the boards of the
8Heart of Illinois United Way and chaired its 1999 annual
9campaign, the Peoria Symphony Orchestra, Catholic Charities,
10the Finance Council of the Catholic Diocese of Peoria, the
11Boys and Girls Club of Greater Peoria, the EPIC Foundation,
12the Tri-County Urban League, the Community Foundation of
13Central Illinois, the Human Service Center and Human Service
14Center Foundation, the FC Peoria Soccer Club, and the Peoria
15Park District Foundation and Fayette Companies; he also
16chaired the Peoria County unit of the American Cancer Society
17and chaired that organization's statewide fund-raising
18efforts; he served as chair and treasurer of the Peoria Civic
19Center Authority and co-chaired the $60 million redevelopment
20in 2005; he also served as chairman of the Peoria Riverfront
21Museum and co-chaired the construction of their $35 million
22museum development in 2012; he served as a board chair, a
23finance chair, and a member of the Buildings and Grounds
24Committee since 2017; and
 
25    WHEREAS, Dan Daly was a member of CEO Council and Focus

1Forward CI; he was honored as part of the 40 leaders under 40
2in 1996 and as alumnus of the year in 2014; and
 
3    WHEREAS, Dan Daly was an active member of St. Philomena
4Catholic Church in Peoria; he served as lector and Eucharistic
5Minister and was a Finance Committee member; and
 
6    WHEREAS, Dan Daly's most important priority was caring for
7his family and friends; he was a friend to all and will
8especially be remembered for his patience, enthusiasm, warm
9smile, great laugh, leadership, and compassion; and
 
10    WHEREAS, Dan Daly was preceded in death by his parents;
11his father-in-law, Jerry O'Neill; and his two great-nieces;
12and
 
13    WHEREAS, Dan Daly is survived by his wife; his children,
14Maggie (Clark) Halstead, Bridget Daly, Maureen (Robert) Smith
15III, and Patrick Daly; his six grandchildren, Elizabeth,
16Catherine, Edmund, and Mary Halstead and Bobby IV and Chloe
17Smith; his two brothers, Michael (Sally) and Robert (Denise);
18his favorite sister, Mary Jo (William) Murphy; his two
19sisters-in-law, Jayne (Joel) Van Ness and Peggy O'Neill; his
20mother-in-law, Ruth O'Neill; his 14 nieces and nephews; and
21his nine great-nieces and nephews; therefore, be it

1    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
2ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
3Daniel "Dan" Patrick Daly and extend our sincere condolences
4to his family, friends, and all who knew and loved him; and be
5it further
 
6    RESOLVED, That a suitable copy of this resolution be
7presented to the family of Dan Daly as an expression of our
8deepest sympathy.
