SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Dr. Rose Marie McCoy, who passed away
4on September 13, 2023; and
 
5    WHEREAS, Rose McCoy was born to Samuel Sr. and Jennie
6Eliza Merle (Turnage) Evans on September 24, 1951, the third
7of nine children; she committed to her faith in 1976 and later
8joined Dixmoor Apostolic House of Prayer Church; she married
9William McCoy; and
 
10    WHEREAS, Rose McCoy was licensed as a certified nursing
11assistant, and later, received an Honorary Doctor of Divinity
12from Midwest Bible College; and
 
13    WHEREAS, Rose McCoy worked as a bookkeeper, office clerk,
14CNA, and held various positions in the manufacturing industry
15before working in ministry and assuming the office of pastor;
16and
 
17    WHEREAS, Rose McCoy and her husband founded Brothers
18Keeper Outreach Church; later, they founded the Brothers
19Keeper Community Resource Center and the IPAE Network, Faith
20and Family Consultants; and

1    WHEREAS, Rose McCoy was kind, tolerant, given to
2hospitality, and had a great sense of humor; she was always
3proud of her children's accomplishments; she was soft spoken
4and reserved unless preaching, where she displayed a bold and
5explosive passion; and
 
6    WHEREAS, Rose McCoy led a life of honorable service,
7punctuated by selfless dedication, unwavering devotion, and
8unconditional love; she wore many hats, literally and
9figuratively, and profoundly touched the lives of many in
10manifold ways through her service, her resources, and her
11example; and
 
12    WHEREAS, Rose McCoy was preceded in death by her parents;
13her daughter, Billie McCoy-Thomas; and her siblings, Ida Belle
14Evans, Gloria Glass, Ernestine Evans, and Stanley Evans; and
 
15    WHEREAS, Rose McCoy is survived by her husband of 57
16years, Chief Apostle Dr. William McCoy; her children, Victoria
17(Ocie) McCoy-Salter, Vanessa (Toriano) McCoy-Pulphus, Debracia
18(Otis) McCoy-Jones, Major Lee McCoy, and Otis McCoy; her bonus
19sons, William Lorenzo McCoy and William Lester (Heather)
20McCoy; her foster son, Calvin Hurt; 19 grandchildren; nine
21great-grandchildren; her sister-in-Law, Minister Estelle
22McCoy-Gogins; her siblings, Janell Byrd, Gwendolyn Hills,
23Patricia Akwaboah, and Samuel (Ashley) Evans Jr.; and numerous

1nieces, nephews, cousins, Godchildren, spiritual children,
2friends, ministry colleagues, and the members of Brothers
3Keeper's Outreach Church and the IPAE Network; therefore, be
4it
 
5    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
6ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
7Dr. Rose Marie McCoy and extend our sincere condolences to his
8family, friends, and all who knew and loved him; and be it
9further
 
10    RESOLVED, That a suitable copy of this resolution be
11presented to the family of Rose McCoy as an expression of our
12deepest sympathy.
