HOUSE JOINT RESOLUTION

 
2    WHEREAS, Recent data indicates that Latinos represent
3about 4% of individuals in the Prioritization for Urgency of
4Need for Services (PUNS) list of residents who have been
5screened and waiting for services relating to their
6disabilities; and
 
7    WHEREAS, Latinos make up 16% of the general population in
8the State of Illinois and 25% of the children under 18 in the
9State; and
 
10    WHEREAS, The disparity between the State's Latino
11population and Latino membership in the PUNS program indicates
12significant barriers and unmet needs for services in the Latino
13community; and
 
14    WHEREAS, There exists a great need for further study of the
15State's policies concerning Latinos with disabilities;
16therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
19SENATE CONCURRING HEREIN, that the Latinos with Disabilities
20Task Force is created to examine the current status of Latinos
21with Disabilities in the State of Illinois and to advise the

1General Assembly and the Governor on necessary improvements;
2and be it further
 
3    RESOLVED, That the Task Force shall:
4        (1) compile information regarding Latinos with
5    disabilities in the State of Illinois, including but not
6    limited to incidence, prevalence, type of disability,
7    access to services, participation in programming, and
8    outcome data;
9        (2) consider any other available and relevant
10    information on Latinos with disabilities in Illinois,
11    including but not limited community feedback, survey, or
12    Census data;
13        (3) assess the responsiveness of the current and
14    evolving delivery system of services for persons with
15    disabilities in the Latino community, including barriers
16    to participation;
17        (4) assess current health and human services system
18    reform efforts; and
19        (5) identify and recommend specific best-practices and
20    changes at the policy, structural, and programmatic level
21    that can facilitate equitable Latino participation; and be
22    it further
 
23    RESOLVED, That the Task Force shall be composed of the
24following members:

1        (1) 3 members appointed by the Governor who are persons
2    with developmental disabilities or their immediate
3    relatives or guardians;
4        (2) 3 members appointed by the Governor who are
5    representatives of advocate organizations which are
6    concerned with protecting the rights of persons with
7    developmental disabilities;
8        (3) 6 members appointed by the Governor who are
9    representatives of provider agencies or research
10    organizations; and
11        (4) One member appointed by the Secretary of the
12    Illinois Department of Human Services as a representative
13    of that office; and be it further
 
14    RESOLVED, That all members of the Task Force appointed by
15the Governor are to be appointed upon the recommendation of the
16Illinois Legislative Latino Caucus and the Illinois Latino
17Family Commission; the members of the Task Force shall elect a
18chairperson from among their membership; and be it further
 
19    RESOLVED, That members of the Task Force shall serve
20without compensation but shall be reimbursed for their
21reasonable and necessary expenses from funds appropriated for
22that purpose; and be it further
 
23    RESOLVED, That the Task Force shall receive administrative

1support from the Illinois Latino Family Commission and the
2Illinois Department of Human Services; and be it further
 
3    RESOLVED, That the Task Force shall submit its final report
4and recommendations to the Governor and General Assembly no
5later than January 1, 2016.
