HOUSE RESOLUTION

 
2    WHEREAS, The 32nd Representative District ranks in the top
33 of Representative Districts reporting incidents of violent
4crimes; and
 
5    WHEREAS, The boundaries of the 32nd Representative
6District are generally in the inner city of Chicago spanning to
7the southwest suburbs of Burbank, Bridgeview, Hickory Hills,
8and Justice, Illinois; and
 
9    WHEREAS, The Chicago Police Department statistics indicate
10that portions of the city, within the 32nd Representative
11District, including the Chicago Police Department 7th
12District's Englewood community and 3rd District's Park Manor
13neighborhood, are some of the most violent communities in the
14City of Chicago; and
 
15    WHEREAS, From January through September 22, 2013 within the
16Englewood community there have been 33 murders and 24 murders
17surrounding the Park Manor neighborhood according to the
18Chicago Police Department's crime portal; and
 
19    WHEREAS, Residents of the 32nd Representative District of
20the State of Illinois have petitioned to have the State of
21Illinois enter into an Intergovernmental Cooperative Agreement

1with the City of Chicago to deploy the Illinois Department of
2State Police to patrol certain boundaries of the 32nd
3Representative District of the State of Illinois, for a
4reasonable period of time; and
 
5    WHEREAS, There are over 600 signatories to the petition who
6are all registered voters in the 32nd District within those
7boundaries; and
 
8    WHEREAS, Section 16 of the State Police Act (20 ILCS
92610/16) gives officers of the Department of State Police
10statewide jurisdiction, consequently, Illinois State Police
11officers can enforce the laws of the State of Illinois anywhere
12within its boundaries in cooperation with local officers; and
 
13    WHEREAS, The City of Chicago is willing and authorized to
14make an official request for assistance to the Department of
15State Police, through an Intergovernmental Cooperative
16Agreement, to have Illinois State Police Officers patrol areas
17within the 32nd Representative District; and
 
18    WHEREAS, Subsection (c) of Section 10 of Article VII of the
19Constitution of the State of Illinois dealing with Local
20Government and Intergovernmental Cooperation states that "The
21State shall encourage intergovernmental cooperation and use
22its technical and financial resources to assist

1intergovernmental activities"; and
 
2    WHEREAS, The Illinois State Police have been patrolling
3expressways in Chicago for over 25 years, under a November 1985
4Intergovernmental Cooperative Agreement entered into by
5Governor James Thompson and Mayor Harold Washington; and
 
6    WHEREAS, The Intergovernmental Cooperative Agreement
7allows the State to sell State Lottery tickets at 6 designated
8kiosks at Chicago O'Hare International Airport and
9subsequently at Midway International Airport, in exchange for
10State Police patrolling expressways in the city, including the
11Dan Ryan Expressway, at no additional cost to the City or
12State; and
 
13    WHEREAS, The Dan Ryan Expressway is that portion of I-94
14located in the City of Chicago spanning from 95th Street to
15Roosevelt Road; and
 
16    WHEREAS, The Dan Ryan Expressway travels through the 32nd
17District one linear mile from 67th Street to 76th Street; and
 
18    WHEREAS, Within the 32nd Representative District lies
19Halsted Street one mile west of the Dan Ryan Expressway and
20Cottage Grove Avenue one mile east of the Dan Ryan Expressway;
21which encompasses the community of Englewood and Park Manor

1neighborhood; and
 
2    WHEREAS, Consistent with the 1985 Intergovernmental
3Cooperative Agreement, the State of Illinois has generated
4$4,939,990 in Fiscal Year 2013 from lottery sales at Chicago
5O'Hare International Airport and $696,776 in Fiscal Year 2013
6from lottery sales at Midway International Airport; and
 
7    WHEREAS, The State of Illinois has generated additional
8monies for fines imposed on drivers operating along Chicago
9expressways; and
 
10    WHEREAS, The State of Illinois receives monies by the
11imposition of fines and penalties for those improperly
12operating motor vehicles on the Dan Ryan Expressway between
1367th Street and 76th Street; and
 
14    WHEREAS, The State of Illinois derives financial profits
15directly from the Illinois Lottery kiosks located at O'Hare and
16Midway Airports; and
 
17    WHEREAS, The Illinois State Lottery is managed by Northstar
18Lottery Group which exponentially surpassed the past years
19goals of the Illinois Lottery, thereby deriving substantial
20profits for the Illinois State Lottery; and

1    WHEREAS, It will not be a financial burden on the State of
2Illinois for the Illinois State Police to expand its patrol
3area, solely from the Dan Ryan Expressway between 67th Street
4and 76th Street one linear mile east and one linear mile west,
5to support efforts at combating violent crime in the State of
6Illinois; and
 
7    WHEREAS, Over 600 registered voters within the 2 mile
8rectangular radius of the Dan Ryan Expressway between 67th
9Street and 76th Street have signed a petition imploring the
10Governor of the State of Illinois to dispatch the Illinois
11State Police to that specific area within the 32nd
12Representative District; and
 
13    WHEREAS, Over 600 residents of the 32nd District have
14stated that they are in immediate need of assistance and relief
15in the efforts to combat violent crime in the State of
16Illinois; and
 
17    WHEREAS, It is necessary and appropriate for the City of
18Chicago to enter into an Intergovernmental Cooperative
19Agreement with the State of Illinois to deploy Illinois State
20Police inwards from the Chicago expressways for approximately
21one linear mile between 67th and 76th streets to Halsted Avenue
22to the West and Cottage Grove Avenue to the East, for the
23health, safety, and welfare of its residents; therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we urge the City of Chicago and the State of Illinois to enter
4into an Intergovernmental Cooperative Agreement to deploy
5Illinois State Police inwards from the Chicago expressways for
6approximately one linear mile between 67th and 76th streets to
7Halsted Avenue to the West and Cottage Grove Avenue to the
8East, for the health, safety, and welfare of its residents; and
9be it further
 
10    RESOLVED, That suitable copies of this resolution be
11forwarded to the Director of State Police and the Mayor of the
12City of Chicago.
