Amends the Illinois Vehicle Code. Provides that a person riding a bicycle is not required to have at least one hand on the handlebars at all times if the bicycle is stopped and at rest.

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Vehicle Code is amended by changing Section 11-1506 as follows:

(625 ILCS 5/11-1506) (from Ch. 95 1/2, par. 11-1506)

Sec. 11-1506. Carrying articles. No person operating a bicycle shall carry any package, bundle or article which prevents the use of both hands in the control and operation of the bicycle. A person operating a bicycle shall keep at least one hand on the handlebars at all times, unless the bicycle is at a stopped and at rest position.
