1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-699.22 as follows:
 
6    (625 ILCS 5/3-699.22 new)
7    Sec. 3-699.22. United States Submarine Veterans plates.
8    (a) The Secretary of State, upon receipt of all applicable
9fees and applications made in the form prescribed by the
10Secretary, may issue special registration plates designated as
11United States Submarine Veterans plates to each resident of
12this State who served in the United States Navy as a
13submariner. The special plates issued under this Section shall
14be affixed only to passenger vehicles of the first division,
15motorcycles, and motor vehicles of the second division
16weighing not more than 8,000 pounds. Plates under this Section
17shall expire according to the multi-year procedure established
18by Section 3-414.1.
19    (b) The plates shall display the United States Submarine
20Veterans logo and the phrase "Silent Service". In all other
21respects, the design and color of the special plates shall be
22wholly within the discretion of the Secretary. Appropriate
23documentation, as determined by the Secretary, shall accompany

1each application. The Secretary, in the Secretary's
2discretion, may allow the plates to be issued as vanity plates
3or personalized in accordance with Section 3-405.1. The plates
4are not required to designate "Land of Lincoln", as prescribed
5in subsection (b) of Section 3-412. The Secretary shall
6prescribe the eligibility requirements and, in his or her
7discretion, shall approve and prescribe stickers or decals as
8provided under Section 3-412.
