SYNOPSIS AS INTRODUCED:

    Amends the Public Community College Act. Changes the definition of "Employment Advisory Board". Provides that the board of trustees of a community college district shall appoint an Employment Advisory Board (instead of may, at the board of trustees' discretion, appoint an Employment Advisory Board). Provides that the Employment Advisory Board shall list ways and means for the community college district to offer skills-oriented, for-credit course offerings that shall be physically located within places of employment. Provides that the offerings shall, if appropriate, lead to certification of successful learners in the skill sets appropriate to these places of employment. Provides that the Employment Advisory Board's advisory report shall include the progress of the community college district toward offering for-credit course offerings that are located in places of employment, including coursework aimed at certifying a successful learner's acquisition of skill sets.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Public Community College Act is amended by
5changing Sections 1-2, 3-49, and 3-51 as follows:
 
6    (110 ILCS 805/1-2)  (from Ch. 122, par. 101-2)
7    Sec. 1-2. The following terms have the meanings
8respectively prescribed for them except as the context
9otherwise requires:
10    (a) "Board of Higher Education": The Board of Higher
11Education created by "An Act creating a Board of Higher
12Education, defining its powers and duties, making an
13appropriation therefor, and repealing an Act herein named",
14approved August 22, 1961, as now or hereafter amended.
15    (b) "State Board": Illinois Community College Board
16created by Article II of this Act.
17    (c) "Community Colleges": Public community colleges
18existing in community college districts organized under this
19Act, or public community colleges which prior to October 1,
201973, were organized as public junior colleges under this Act,
21or public community colleges existing in districts accepted as
22community college districts under this Act which districts
23have a population of not less than 30,000 inhabitants or

1consist of at least 3 counties or that portion of 3 counties
2not included in a community college district and an assessed
3valuation of not less than $75,000,000 and which districts
4levy a tax for community college purposes.
5    (d) "Community College Districts": Districts authorized to
6maintain community colleges under this Act, including
7community college districts which prior to October 1, 1973,
8were established under this Act as public junior college
9districts.
10    (e) "Comprehensive community college": A community college
11which includes (1) courses in liberal arts and sciences and
12general education; (2) adult education courses; and (3)
13courses in occupational, semi-technical or technical fields
14leading directly to employment. At least 15% of all courses
15taught must be in fields leading directly to employment,
16one-half of which courses to be in fields other than business
17education.
18    (f) "Common Schools": Schools in districts operating
19grades 1 through 8, 1 through 12 or 9 through 12.
20    (g) "Board": The board of trustees of a community college
21district, whether elected or appointed.
22    (h) "The election for the establishment": An election to
23establish a community college district under Article III, or
24an election to establish a junior college district prior to
25July 15, 1965, which district has become a community college
26district under this Act.

1    (i) "Regional superintendent": The superintendent of an
2educational service region.
3    (j) "Employment Advisory Board": A board, appointed by the
4Board of Trustees of a Community College District, for the
5purpose of working with advising the Board of Trustees to
6coordinate course offerings with as to local employment
7opportunities conditions within the boundaries of the
8Community College District.
9    (k) "Operation and maintenance of facilities": The
10management of fixed equipment, plant and infrastructure.

13    Sec. 3-49. Each Board of Trustees of a Community College
14District shall may, at its discretion, appoint an Employment
15Advisory Board. Such Employment Advisory Board shall consist
16of not more than 15 members appointed to terms of 4 years, and
17their membership shall include, but not be limited to,
18representatives of the following groups:
19        (a) small businesses;
20        (b) large businesses which employ residents of the
21    Community College District;
22        (c) governmental units which employ residents of the
23    Community College District;
24        (d) non-profit private organizations;
25        (e) organizations which serve as advocates for persons

1    with disabilities; and
2        (f) employee organizations.

5    Sec. 3-51. The Employment Advisory Board shall meet at
6least once within each calendar quarter. The Employment
7Advisory Board shall list ways and means for the community
8college district to offer skills-oriented, for-credit course
9offerings that shall be physically located within places of
10employment. The offerings shall, if appropriate, lead to
11certification of successful learners in the skill sets
12appropriate to these places of employment.
13    The Employment Advisory Board It shall issue an advisory
14report, at least once within each calendar year, to its
15Community College District Board of Trustees concerning:
16        (a) the medium and long-term employment prospects of
17    the communities comprising their Community College
18    District;
19        (b) the course and instruction mix most likely to
20    produce community college graduates, associates and alumni
21    with the job skills necessary for local employment; and
22        (c) the practicality of using existing community
23    college employees, contractors, instructors, professors,
24    classrooms, and facilities to train and retrain employees
25    of existing public and private enterprises within the

1    boundaries of their Community College District to enhance
2    their continued employment skills; and .
3        (d) the progress of the community college district
4    toward offering for-credit course offerings that are
5    located in places of employment, including coursework
6    aimed at certifying a successful learner's acquisition of
7    skill sets.
8    The Employment Advisory Board shall also produce special
9advisory reports, upon the request of the chairman or acting
10chairman of the Board of Trustees of their Community College
11District.
