SYNOPSIS AS INTRODUCED:
 
110 ILCS 305/180 new

    Amends the University of Illinois Act. Provides that, subject to appropriation, not later than June 30, 2025, the Government Finance Research Center at the University of Illinois at Chicago, in coordination with an intergovernmental advisory committee, must issue a report evaluating the efficiency of Department of Innovation and Technology. Provides that the report must provide recommendations for policy within the Department of Innovation and Technology and for the agencies it serves based on its findings. Sets forth other provisions for the report to include. Provides that in developing the report, the Government Finance Research Center shall form an advisory committee. Provides for the committee's membership. Requires the Government Finance Research Center to provide administrative and other support to the committee. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 180 as follows:
 
6    (110 ILCS 305/180 new)
7    Sec. 180. Department of Innovation and Technology
8efficiency report.
9    (a) Subject to appropriation, not later than June 30,
102025, the Government Finance Research Center at the University
11of Illinois at Chicago, in coordination with an
12intergovernmental advisory committee, must issue a report
13evaluating the efficiency of Department of Innovation and
14Technology. The report must provide recommendations for policy
15within the Department of Innovation and Technology and for the
16agencies it serves based on its findings. The report shall, at
17a minimum, address all of the following areas:
18        (1) Determine where the Department of Innovation and
19    Technology has saved or lost State money due to its
20    centralized structure.
21        (2) Compare the Department of Innovation and
22    Technology's performance to alternative structures in
23    other states.

1        (3) Determine whether the Department of Innovation and
2    Technology has been adequately supporting cybersecurity
3    upgrades for State agencies.
4    (b) In developing the report under this Section, the
5Government Finance Research Center at the University of
6Illinois at Chicago shall form an advisory committee, which
7shall be composed of all of the following members:
8        (1) The Director of the Department of Innovation and
9    Technology, or the Director's designee.
10        (2) The Director of Central Management Services, or
11    the Director's designee.
12        (3) The Chief Procurement Officer for General
13    Services, or the Chief Procurement Officer's designee.
14    (c) After all members are appointed, the committee shall
15hold its first meeting at the call of the Director of the
16Government Finance Research Center, at which meeting the
17members shall select a chairperson from among themselves.
18After its first meeting, the committee shall meet at the call
19of the chairperson. Members of the committee shall serve
20without compensation but may be reimbursed for their
21reasonable and necessary expenses incurred in performing their
22duties. The Government Finance Research Center shall provide
23administrative and other support to the committee.
24    (d) This Section is repealed on January 1, 2027.
 
25    Section 99. Effective date. This Act takes effect upon
26becoming law.
