| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Taiwan, the Republic of | 4 | | China (R.O.C.) on the occasion of the 112th anniversary of its | 5 | | National Day; and | 6 | | WHEREAS, The United States and Taiwan, R.O.C. have | 7 | | maintained a close friendship based on the 1979 Taiwan | 8 | | Relations Act, Public Law 96-8 96th Congress, which celebrates | 9 | | its 44th anniversary in 2023; and | 10 | | WHEREAS, Taiwan, R.O.C. is the 9th largest trading partner | 11 | | of the U. S. as well as the 13th largest export market and 8th | 12 | | largest import market, with bilateral trade totaling US$ 135.6 | 13 | | billion in 2022; and | 14 | | WHEREAS, On July 25, 2023, the U.S. House of | 15 | | Representatives passed the Taiwan International Solidarity | 16 | | Act, H.R. 1176, to reaffirm that the U.S. will oppose any | 17 | | efforts by the People's Republic of China to interfere with | 18 | | Taiwan, R.O.C.'s ability to conduct diplomacy and participate | 19 | | in international organizations; and | 20 | | WHEREAS, On August 7, 2023, the U.S.-Taiwan Initiative on | 21 | | 21st-Century Trade First Agreement Implementation Act was |

| 1 | | signed into law by President Joe Biden, and the U.S. and | 2 | | Taiwan, R.O.C. will continue to hold talks on bilateral | 3 | | economic and trade issues through Trade and Investment | 4 | | Framework Agreements (TIFA), Technology, Trade and Investment | 5 | | Collaboration Frameworks (TTIC), and Economic Prosperity | 6 | | Partnership Dialogues (EPPD) to jointly advance the bilateral | 7 | | partnership between the two nations as well as to foster a more | 8 | | resilient, just, and flourishing economy for the 21st century; | 9 | | and | 10 | | WHEREAS, Taiwan, R.O.C. and the State of Illinois | 11 | | established sister-state relations through an agreement signed | 12 | | by Illinois Governor Jim Edgar and Taiwan Governor Dr. Lien | 13 | | Chan in 1992; and | 14 | | WHEREAS, The Taipei Economic and Cultural Office (TECO) in | 15 | | Chicago, formerly called the Consulate General of the Republic | 16 | | of China in Chicago, was originally established in 1930 and | 17 | | officially renamed in 1994; and | 18 | | WHEREAS, TECO in Chicago, currently led by Director | 19 | | General Dennis Yen-Feng Lei, has multiple divisions providing | 20 | | services, including its Consular Division, Education Division, | 21 | | Economic Division, Press Division, and the Cultural Center of | 22 | | TECO; and |

| 1 | | WHEREAS, TECO in Chicago's jurisdiction includes seven | 2 | | states in the Midwest, which are Illinois, Indiana, Iowa, | 3 | | Michigan, Minnesota, Ohio, and Wisconsin; and | 4 | | WHEREAS, Taiwan, R.O.C. will observe its 112th National | 5 | | Day on October 10, 2023; therefore, be it | 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 7 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 8 | | we congratulate Taiwan, the Republic of China (R.O.C.) on the | 9 | | 112th anniversary of its National Day, and we commend the work | 10 | | of the Taipei Economic and Cultural Office (TECO) in Chicago; | 11 | | and be it further | 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to Director General Dennis Yen-Feng Lei of the TECO | 14 | | in Chicago as an expression of our esteem and respect. |
