SYNOPSIS AS INTRODUCED:
 
20 ILCS 2905/5 new

    Amends the State Fire Marshal Act. Establishes, subject to appropriation, the Division of Certified Youth Firesetter Interventionists within the Office of the State Fire Marshall. Provides that the Division shall consist of certified youth firesetter interventionists who conduct youth firesetter interventions when local authorities cannot do so on their own or when multiple local authorities in separate jurisdictions are involved. Describes the duties of the Division. Contains other provisions.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Fire Marshal Act is amended by adding
5Section 5 as follows:
 
6    (20 ILCS 2905/5 new)
7    Sec. 5. Certified youth firesetter interventionists.
8Subject to appropriation, the Division of Certified Youth
9Firesetter Interventionists is established within the Office
10of the State Fire Marshall. The Division shall consist of
11certified youth firesetter interventionists who conduct youth
12firesetter interventions when local authorities cannot do so
13on their own or when multiple local authorities in separate
14jurisdictions are involved. The Division shall assist youth
15firesetter interventionists throughout the State who have
16limited capabilities or particularly challenging cases. The
17Division shall conduct training to certify youth firesetter
18interventionists throughout the State. The Division shall be
19headed by the Youth Firesetter Interventionist Coordinator,
20who shall facilitate calls to the Division for referrals and
21Freedom of Information Act requests and central record keeping
22in the Office. Each certified youth firesetter interventionist
23employed by the Division shall be compensated at a rate that is

1comparable to the rate of compensation for a State arson
2investigator and shall be provided with a vehicle to perform
3the duties described in this Section.
