1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Government Zero-Emission Vehicle Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Agency" means the Environmental Protection Agency.
8    "Governmental unit" means the State or State agency.
9    "Law enforcement vehicle" means a publicly owned or leased
10vehicle that is operated by a law enforcement agency and used
11for the law enforcement functions of the agency.
12    "Passenger vehicle" means a motor vehicle, except a
13motorcycle, designed primarily for the transportation of
14persons and designed for carrying no more than 10 passengers,
15including the driver, and primarily used for the
16transportation of persons. "Passenger vehicle" includes motor
17vehicles which are designed with seats that may be readily
18removed and reinstalled, but does not include such vehicles if
19used primarily for the transportation of property. "Passenger
20vehicle" does not include vehicles purchased by the Department
21of Transportation as part of their consolidated vehicle
22procurement program.
23    "Zero-emission vehicle" means a passenger vehicle that

1produces zero exhaust emissions of any criteria pollutant,
2precursor pollutant, or greenhouse gas, but only produces
3water vapor, in any mode of operation or condition, as
4determined by the Agency.
 
5    Section 10. Zero-emission vehicles of governmental units.
6Notwithstanding any other provision of law, beginning on
7January 1, 2030 all passenger vehicles, except for law
8enforcement vehicles, purchased or leased by a governmental
9unit must be either a manufactured zero-emission vehicle or a
10converted zero-emission vehicle.
