HOUSE RESOLUTION

 
2    WHEREAS, Under the federal Individuals with Disabilities
3Education Act (IDEA), a student with a disability is
4guaranteed access to a free, appropriate public education; and
 
5    WHEREAS, The law details the procedures that states and
6school districts must undertake to meet their obligations
7under IDEA; and
 
8    WHEREAS, Under IDEA, if a child is deemed eligible to
9receive special education services, school officials are
10required to, in cooperation with a child's parent or guardian,
11develop an individualized education plan (IEP) for that child;
12and
 
13    WHEREAS, A child's IEP contains critical details about the
14education that the child will receive, including a statement
15of the child's present levels of academic achievement and
16functional performance, measurable annual goals and a
17description of how a child's progress towards achieving those
18goals will be measured, details of the special education and
19related services that the child will receive, any individual
20accommodations that will be needed to measure the child's
21academic achievement and functional performance, and, for
22special education students generally beginning at the age of

116, measurable postsecondary goals related to training,
2education, employment, and independent living skills; and
 
3    WHEREAS, In order to ensure a student's success, it is
4imperative that parents remain actively engaged in the
5development and implementation of a child's IEP; however, due
6to the legal complexities and unfamiliar terms associated with
7the process, some parents may encounter difficulties when
8interacting with school district personnel; and
 
9    WHEREAS, The parents of the nearly 300,000 Illinois
10students with an IEP serve as advocates for their children,
11and to do so effectively, they need to be well informed about
12the procedures associated with establishing an IEP as well as
13the special education students' and their parents' rights;
14therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we declare May 2025 as Individualized Education Plan (IEP)
18Awareness Month in the State of Illinois to increase the
19public's understanding of the development and implementation
20of a student's IEP.
