SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/3-7008  from Ch. 34, par. 3-7008

    Amends the Cook County Sheriff's Merit Board Division of the Counties Code. Provides that all deputy sheriffs shall be not less than 19 years of age at the time of their appointment (rather than 21 years of age or 20 years of age and have successfully completed 2 years of law enforcement studies at an accredited college or university). Increases the probationary period for deputy sheriff appointees to 15 months (rather than 12 months).

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 10. The Counties Code is amended by changing
5Section 3-7008 as follows:
 
6    (55 ILCS 5/3-7008)  (from Ch. 34, par. 3-7008)
7    Sec. 3-7008. Appointments. The appointment of deputy
8sheriffs in the Police Department, full-time deputy sheriffs
9not employed as county police officers or county corrections
10officers and of employees in the Department of Corrections
11shall be made from those applicants who have been certified by
12the Board as being qualified for appointment. Certification
13for appointment in one department shall not constitute
14certification for appointment in another department.
15Certification may be made at any point prior to appointment
16and may be made in conjunction with the Sheriff's application
17process. All persons so appointed shall, at the time of their
18appointment, be not less than 19 21 years of age, or 20 years
19of age and have successfully completed 2 years of law
20enforcement studies at an accredited college or university.
21Any person appointed subsequent to successful completion of 2
22years of such law enforcement studies shall not have power of
23arrest, nor shall he or she be permitted to carry firearms,

1until he or she reaches 21 years of age. In addition, all
2persons so appointed shall be not more than the maximum age
3limit fixed by the Board from time to time, be of sound mind
4and body, be of good moral character, be citizens of the United
5States, have not been convicted of a crime which the Board
6considers to be detrimental to the applicant's ability to
7carry out his or her duties, possess such prerequisites of
8training, education and experience as the Board may from time
9to time prescribe, and shall be required to pass successfully
10mental, physical, psychiatric and other tests and examinations
11as may be prescribed by the Board. Preference shall be given in
12such appointments to persons who have honorably served in the
13military or naval services of the United States. All
14appointees shall serve a probationary period of 15 12 months
15and during that period may be discharged at the will of the
16Sheriff. However, civil service employees of the house of
17correction who have certified status at the time of the
18transfer of the house of correction to the County Department
19of Corrections are not subject to this probationary period,
20and they shall retain their job titles, such tenure privileges
21as are now enjoyed and any subsequent title changes shall not
22cause reduction in rank or elimination of positions.
