SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to thank
3Alderperson Harry Osterman of the Chicago City Council for his
412 years of service to the 48th Ward; and
 
5    WHEREAS, Ald. Osterman, a lifelong resident of the 48th
6Ward, was born in Chicago and raised in Edgewater; and
 
7    WHEREAS, Ald. Osterman's commitment to fighting for his
8community was instilled at a young age by his mother, Kathy
9Osterman, a former alderperson and longtime community
10activist; and
 
11    WHEREAS, Ald. Osterman and his wife Peggy committed to
12raising their three children in the 48th Ward; and
 
13    WHEREAS, A community activist and former president of the
14Edgewater Community Council, Ald. Osterman has dedicated his
15career to many community issues, with his primary priorities
16being public safety, public health, education, and economic
17development; and
 
18    WHEREAS, Before being elected to the Chicago City Council,
19Ald. Osterman served as state representative for the 14th
20District for 11 years, representing Andersonville, Edgewater,

1and Rogers Park; and
 
2    WHEREAS, Ald. Osterman led the fight to close the gun show
3loophole, supported the renovation of the Broadway Armory,
4increased safety for seniors and nursing home patients,
5expanded early childhood education, improved local schools,
6and secured grants for more security cameras near CTA stops
7and Ceasefire violence intervention; and
 
8    WHEREAS, As a longtime supporter of the LGBTQ+ community,
9Ald. Osterman worked to pass civil union legislation; and
 
10    WHEREAS, During his 12-year tenure on the Chicago City
11Council, Ald. Osterman oversaw major infrastructure
12improvements, including Senn High School, the Broadway Armory,
13Buttercup Park, Foster Beach, and countless others; and
 
14    WHEREAS, Ald. Osterman advocated for, supported, and
15facilitated the CTA Red and Purple Modernization (RPM) Phase
16One Project to modernize the public transportation system,
17including replacing the more than a century old Red Line
18stations of Lawrence, Argyle, Berwyn, and Bryn Mawr; and
 
19    WHEREAS, Ald. Osterman transformed the streetscape of Asia
20on the Argyle and worked to preserve the cultural heritage,
21traditions, and small businesses on Argyle; and

1    WHEREAS, Ald. Osterman worked to combat the effects of
2COVID-19 by hosting a public vaccination event on April 22,
32021, which vaccinated over 2,400 people with a first dose,
4before vaccines were widely distributed; and
 
5    WHEREAS, In his last term, Ald. Osterman served as Housing
6and Real Estate Committee Chair on the Chicago City Council,
7advocating for fair and safe housing for seniors, affordable
8housing, the development and growth of the Edgewater Theatre
9District, and Equitable Transit-Oriented Development; and
 
10    WHEREAS, Ald. Osterman treated his staff, constituents,
11and many faithful volunteers with nothing but respect,
12dignity, and compassion; and
 
13    WHEREAS, Ald. Osterman employed three outstanding staffers
14for the entirety of his 12-year tenure, Chief of Staff Dan Luna
15and Staff Assistants Gerald Goodman and Ginger Williams; and
 
16    WHEREAS, Ald. Osterman decided not to seek reelection
17after 12 years of service to the 48th Ward and the people of
18Chicago, during which he fully committed himself to providing
19compassionate, steadfast, and selfless public service; and
 
20    WHEREAS, Ald. Osterman's future plans include spending

1more time with his family and further supporting the
2community; therefore, be it
 
3    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
4ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Alderperson
5Harry Osterman of the Chicago City Council for his dedicated
6service to the constituents of the 48th Ward and for his
7significant contributions to the City of Chicago and State of
8Illinois; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Ald. Osterman as an expression of our esteem and
11respect.
