 1        AN ACT in relation to firearms.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5. The Criminal Code of 1961 is amended by adding
 5    Section 24-3.7 as follows:

 6        (720 ILCS 5/24-3.7 new)
 7        Sec.  24-3.7.  Unlawful  attempt  to  purchase  a firearm
 8    without a Firearm Owner's Identification Card.
 9        (a)  A person commits the offense of unlawful attempt  to
10    purchase  a  firearm without a Firearm Owner's Identification
11    Card when the person:
12             (1)  intends   to   purchase   a   firearm   without
13        displaying to the  transferor  of  the  firearm  a  valid
14        Firearm   Owner's   Identification  Card  issued  in  the
15        person's name by the Department of State Police; and
16             (2)  takes a substantial step in the  completion  of
17        the purchase of the firearm.
18        (b)  Sentence.   Unlawful  attempt  to purchase a firearm
19    without a Firearm Owner's Identification Card is  a  Class  A
20    misdemeanor.
