 1        AN ACT in relation to public health.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Vital Records Act is amended by  changing
 5    Section 25.5 as follows:

 6        (410 ILCS 535/25.5)
 7        Sec.   25.5.  Death   Certificate  Surcharge  Fund.   The
 8    additional $2 fee for certified copies of death  certificates
 9    and fetal death certificates must be deposited into the Death
10    Certificate  Surcharge  Fund,  a  special fund created in the
11    State treasury.  Beginning 30 days after the  effective  date
12    of this amendatory Act of the 92nd General Assembly and until
13    January   1,   2003,   moneys   in   the   Fund,  subject  to
14    appropriation, may be used by the Department for the  purpose
15    of  implementing  an  electronic  reporting  system for death
16    registrations as  provided  in  Section  18.5  of  this  Act.
17    Before  the effective date of this amendatory Act of the 92nd
18    General Assembly and on and after January 1, 2003, moneys  in
19    the  Fund, subject to appropriations, may be used as follows:
20    (i) 25% by the Illinois Law  Enforcement  Training  Standards
21    Board  for the purpose of training coroners, deputy coroners,
22    forensic  pathologists,  and  police  officers  for  homicide
23    investigations, (ii) 25% for  grants  by  the  Department  of
24    Public Health by the Illinois Necropsy Board for distribution
25    to  all  local  county  coroners  and  medical  examiners  or
26    officials  charged  with  the duties set forth under Division
27    3-3 of the Counties Code, who have  a  different  title,  for
28    equipment and lab facilities for local county coroners, (iii)
29    25%  by  the  Department  of Public Health for the purpose of
30    setting up a statewide database  of  death  certificates  and
31    implementing   an   electronic  reporting  system  for  death

 1    registrations pursuant to Section 18.5, and (iv)  25%  for  a
 2    grant by the Department of Public Health to local registrars.
