 1        AN ACT concerning executive branch employment.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.  Short  title.  This  Act may be cited as the
 5    Gubernatorial End of Term Employment Act.

 6        Section 5.  Sanctions.  Any  employee  of  the  executive
 7    branch  under  the  control  of  the  Governor  who is hired,
 8    promoted, or granted any form of protected employment  status
 9    during  the final 6 months of a Governor's term of office may
10    be discharged or demoted or may  be  removed  from  protected
11    employment  status,  all  without  cause,  by  the succeeding
12    Governor  within  the  first  60  days  of  that   succeeding
13    Governor's term of office.

14        Section 10.  Applicability.
15        (a)  This  Act  applies  and controls notwithstanding any
16    other law or rule to the contrary that is in  effect  on  the
17    effective date of this Act.
18        (b)  This  Act controls over any law that takes effect on
19    or after the effective date of this Act  unless  the  General
20    Assembly  explicitly states in that law that it controls over
21    this Act and specifically names this Act.
22        (c)  This Act controls over any rule adopted on or  after
23    the  effective  date  of this Act unless the General Assembly
24    has explicitly authorized the adoption of the rule by law and
25    that law explicitly states that a rule may  be  adopted  that
26    contradicts  this  Act  and  that law specifically names this
27    Act.

28        Section 15.  Liability. Neither the State nor any officer
29    or employee of the State has any liability whatsoever  to  an

 1    employee who is sanctioned under this Act.
