 1        AN ACT concerning sex offenders.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Sex Offender Registration Act is  amended
 5    by changing Section 6 as follows:

 6        (730 ILCS 150/6) (from Ch. 38, par. 226)
 7        Sec.  6.  Duty  to  report; change of address, school, or
 8    employment; duty to inform. A person who has been adjudicated
 9    to be sexually dangerous or is a sexually violent person  and
10    is  later  released,  or  found  to  be  no  longer  sexually
11    dangerous   or  no  longer  a  sexually  violent  person  and
12    discharged, shall report in person  to  the  law  enforcement
13    agency  with  whom he or she last registered no later than 90
14    days after the date of his or her last registration and every
15    90 days thereafter.  Any other  person  who  is  required  to
16    register  under  this  Article  shall report in person to the
17    appropriate law enforcement agency with whom he or  she  last
18    registered within one year from the date of last registration
19    and every year thereafter. If any person required to register
20    under  this  Article  changes  his  or her residence address,
21    place of employment, or school, he or she shall, in  writing,
22    within 10 days inform the law enforcement agency with whom he
23    or  she  last registered of his or her new address, change in
24    employment, or school and register with the  appropriate  law
25    enforcement  agency  within  the  time  period  specified  in
26    Section 3. The law enforcement agency shall, within 3 days of
27    receipt,  notify  the  Department of State Police and the law
28    enforcement agency having jurisdiction of the  new  place  of
29    residence, change in employment, or school. Within 30 days of
30    relocating  his  or  her  residence,  the  person required to
31    register shall  provide  written  documentation  proving  the

 1    change  of residence, such as a lease or utility bill, to the
 2    law enforcement agency having jurisdiction over the new place
 3    of residence.  The law enforcement agency may send  an  agent
 4    to the new address to verify the change of residence.
 5        If  any  person  required  to register under this Article
 6    establishes a residence or employment outside of the State of
 7    Illinois, within 10 days after establishing that residence or
 8    employment, he or she  shall,  in  writing,  inform  the  law
 9    enforcement  agency  with  which he or she last registered of
10    his or her out-of-state residence  or  employment.   The  law
11    enforcement  agency  with  which  such person last registered
12    shall, within 3 days  notice  of  an  address  or  employment
13    change,   notify   the   Department  of  State  Police.   The
14    Department of State Police shall forward such information  to
15    the  out-of-state  law enforcement agency having jurisdiction
16    in the form and manner prescribed by the Department of  State
17    Police.

20        Section   10.  The   Sex   Offender  and  Child  Murderer
21    Community Notification Law is amended by changing Section 110
22    as follows:

24        Sec. 110.  Registration.  At  the  time  a  sex  offender
25    registers  under  Section  3 of the Sex Offender Registration
26    Act or reports  a  change  of  address  or  employment  under
27    Section  6  of  that  Act,  the offender shall notify the law
28    enforcement agency having jurisdiction with whom the offender
29    registers or reports a change of address or  employment  that
30    the  offender is a sex offender. Within 30 days of relocating
31    his or her residence, the person required to  register  shall
32    provide   written   documentation   proving   the  change  of

 1    residence, such as a  lease  or  utility  bill,  to  the  law
 2    enforcement  agency having jurisdiction over the new place of
 3    residence.  The law enforcement agency may send an  agent  to

 6        Section  99.  Effective date.  This Act takes effect upon
 7    becoming law.
