 1        AN ACT making appropriations and reappropriations.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The following named sums, or so much  thereof
 5    as  may  be  necessary,  respectively,  for  the  objects and
 6    purposes hereinafter named, are appropriated from the General
 7    Revenue Fund to the Board of Trustees  of  Northern  Illinois
 8    University  to  meet  the ordinary and contingent expenses of
 9    the University, including payment  or  reimbursement  to  the
10    University  for personal services and related costs, incurred
11    during the fiscal year ending June 30, 2004:

12        For Personal Services, including payment
13          to the University for personal service
14          and related costs incurred during the

16        For Contractual Services                        4,270,100
17        For Travel                                        559,500
18        For Commodities                                 1,801,000
19        For Equipment and Library Books                 1,347,300

22        For Repair, Maintenance, and Other Capital
23          Improvements                                    994,800
24        For Awards and Grants and Matching Funds          185,700
25        For State Contributions to Social
26          Security, for Medicare                          446,000
27        For Personnel - Employee Health Insurance       3,541,300
28    Total                                             $95,657,000

29        Section 10.  The following named sums, or so much thereof
30    as may  be  necessary,  respectively,  for  the  objects  and
31    purposes   hereinafter   named,  are  appropriated  from  the

 1    Education  Assistance  Fund  to  the  Board  of  Trustees  of
 2    Northern  Illinois  University  to  meet  the  ordinary   and
 3    contingent  expenses  of the University, including payment or
 4    reimbursement to the University  for  personal  services  and
 5    related  costs,  incurred  during the fiscal year ending June
 6    30, 2004:

 7        For Personal Services, including payment to
 8          the University for personal service and related
 9          costs incurred during the fiscal year       $14,553,600
10        For Contractual Services                        1,636,500
11        For Commodities                                   170,400
12        For Equipment and Library Books                 1,475,500
13        For Repairs, Maintenance, and Other Capital

15    Total                                             $18,284,500

16        Section 15.  The sum of $542,851, or so much  thereof  as
17    may  be  necessary  and  remains  unexpended  at the close of
18    business on June 30, 2003, from a reappropriation  heretofore
19    made for that purpose in Article 11, Section 15 of Public Act
20    92-538,  is  reappropriated from the Capital Development Fund
21    to the Board of Trustees of Northern Illinois University  for
22    technology  infrastructure  improvements at Northern Illinois
23    University. No contract shall be entered into  or  obligation
24    incurred  for  any expenditures from the reappropriation made
25    in this Section until after the  purposes  and  amounts  have
26    been approved in writing by the Governor.

27        Section  20.  The  sum  of $55,621, or so much thereof as
28    may be necessary and  remains  unexpended  at  the  close  of
29    business  on June 30, 2003, from a reappropriation heretofore
30    made for that purpose in Article 11, Section 20 of Public Act
31    92-538, is reappropriated from the Capital  Development  Fund
32    to  the Board of Trustees of Northern Illinois University for

 1    purchasing Engineering Building equipment.

 2        Section 25.  The sum of $10,075, or so  much  thereof  as
 3    may  be necessary, is appropriated from the State College and
 4    University Trust Fund to the Board of  Trustees  of  Northern
 5    Illinois   University   for   scholarship  grant  awards,  in
 6    accordance with Public Act 91-83.

 7        Section 30.  The sum of $813,291, or so much  thereof  as
 8    may  be  necessary  and  remains  unexpended  at the close of
 9    business on June 30, 2003, from an appropriation to the Board
10    of Trustees  of  Northern  Illinois  University  to  purchase
11    equipment for the College of Business Building (Barsema Hall)
12    heretofore  made  for  that purpose in accordance with Public
13    Act 92-717.

14        Section 99.  Effective date.  This Act  takes  effect  on
15    July 1, 2003.
