 1        AN ACT concerning sponsorship of State officer events.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.  Short  title.  This  Act may be cited as the
 5    State Officer Event Sponsorship Disclosure Act.

 6        Section 5.  Definition.  As  used  in  this  Act,  "State
 7    officer"  means  the Governor, Lieutenant Governor, Secretary
 8    of  State,   Attorney   General,   State   Treasurer,   State
 9    Comptroller, and member of the General Assembly.

10        Section  10.  Disclosure of event sponsorship. Whenever a
11    State officer conducts, hosts, is the guest  or  one  of  the
12    guests  of honor at, or is the featured participant or one of
13    the featured participants in an event  open  to  the  public,
14    whether  free or by admission charge, that State officer must
15    file with the  Secretary  of  State  a  form  disclosing  the
16    identity  of  any  person  or entity that wholly or partially
17    sponsored  or  subsidized  the  event  financially  or   with
18    contributions  of supplies, services, labor, or location. The
19    disclosure shall include the amount and type of each person's
20    or entity's support or subsidy. The disclosure shall  include
21    any governmental sponsorship or subsidy.

22        Section   15.  Rules.   The   Secretary  of  State  shall
23    prescribe the disclosure form by rule. The Secretary of State
24    shall adopt rules for the implementation of this Act.

25        Section 20.  Public records. Disclosure forms are  public
26    records.
