 1        AN ACT concerning the Capital Development Board.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Capital Development Board Act is amended
 5    by adding Section 10.09-5 as follows:

 6        (20 ILCS 3105/10.09-5 new)
 7        Sec. 10.09-5.  Standards for an energy  code.   To  adopt
 8    rules,  by  January  1, 2004, implementing a statewide energy
 9    code for the  construction  or  repair  of  State  facilities
10    described  in  Section 4.01.  The  energy code adopted by the
11    Board shall incorporate standards promulgated by the American
12    Society  of  Heating,  Refrigerating   and   Air-conditioning
13    Engineers,  Inc.,  (ASHRAE).   In  proposing rules, the Board
14    shall consult with the Department of Commerce  and  Community
15    Affairs.

16        Section  99.  Effective date.  This Act takes effect upon
17    becoming law.
