 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section 5.  The sum of $39,128,389, or so much thereof as
 6    may  be  necessary,  is appropriated from the General Revenue
 7    Fund to  the  Board  of  Trustees  of  Northeastern  Illinois
 8    University  to  meet  the ordinary and contingent expenses of
 9    the University, including payment  or  reimbursement  to  the
10    University for personal service and related costs incurred.

11        Section  10.  The  sum of $250,000, or so much thereof as
12    may be necessary, is appropriated from  the  General  Revenue
13    Fund  to  the  Board  of  Trustees  of  Northeastern Illinois
14    University for all costs required to match the Federal  Title
15    II Teacher Quality Enhancement State Grant, including payment
16    or  reimbursement  to the University for personal service and
17    related costs incurred.

18        Section 15.  The sum of $2,900,000, or so much thereof as
19    may be necessary and  remains  unexpended  at  the  close  of
20    business  on  June 30, 2003, from an appropriation heretofore
21    made in Article 1,  Section  18  of  Public  Act  92-717,  is
22    reappropriated from the Capital Development Fund to the Board
23    of  Trustees  of Northeastern Illinois University to purchase
24    equipment  and  remodel  buildings  A,   B   and   E.    This
25    appropriation   is   in  addition  to  any  funds  previously
26    appropriated.

27        Section 99.  Effective date.  This Act  takes  effect  on
28    July 1, 2003.
