 1        AN ACT making appropriations.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section 5.  The sum of $19,500,000, or so much thereof as
 6    may  be  necessary,  in  addition  to   any   other   amounts
 7    appropriated  for  this  purpose,  is  appropriated  from the
 8    General Revenue Fund to the Department of Human Services  for
 9    a  2%  cost of living adjustment retroactive to April 1, 2003
10    for  providers   serving   individuals   with   developmental
11    disabilities.

12        Section 10.  The sum of $8,500,000, or so much thereof as
13    may   be   necessary,   in  addition  to  any  other  amounts
14    appropriated for  this  purpose,  is  appropriated  from  the
15    General  Revenue Fund to the Department of Human Services for
16    a 2% cost of living adjustment retroactive to April  1,  2003
17    for providers serving individuals with mental illness.

18        Section  15.  The  sum of $35,000,000, or so much thereof
19    as may  be  necessary,  in  addition  to  any  other  amounts
20    appropriated  for  this  purpose,  is  appropriated  from the
21    General Revenue Fund to the Department of Human Services  for
22    a $1 per hour wage increase for personal assistants providing
23    services under the Department's Home Services Program.

24        Section  20.  The  sum of $17,000,000, or so much thereof
25    as may  be  necessary,  in  addition  to  any  other  amounts
26    appropriated  for  this  purpose,  is  appropriated  from the
27    General Revenue Fund to the Department of Human Services  for
28    vacant  slots in community integrated living arrangements for

 1    individuals with developmental disabilities.

 2        Section 25.  The sum of $2,000,000, or so much thereof as
 3    may  be  necessary,  in  addition  to   any   other   amounts
 4    appropriated  for  this  purpose,  is  appropriated  from the
 5    General Revenue Fund to the Department of Human Services  for
 6    supported   employment  for  individuals  with  developmental
 7    disabilities.

 8        Section 30.  The sum of $2,000,000, or so much thereof as
 9    may  be  necessary,  in  addition  to   any   other   amounts
10    appropriated  for  this  purpose,  is  appropriated  from the
11    General Revenue Fund to the Department of Human Services  for
12    grants to Special Recreation Associations.

13        Section  35. The sum of $5,000,000, or so much thereof as
14    may  be  necessary,  in  addition  to   any   other   amounts
15    appropriated  for  this  purpose,  is  appropriated  from the
16    General Revenue Fund to the Department of Human Services  for
17    the Home Based Support Services Program.

18        Section 40. The sum of $34,648,700, or so much thereof as
19    may   be   necessary,   in  addition  to  any  other  amounts
20    appropriated for  this  purpose,  is  appropriated  from  the
21    General  Revenue Fund to the Department of Human Services for
22    Intermediate Care Facilities for the  Mentally  Retarded  and
23    Alternative Community Programs.

24        Section 99.  This Act takes effect on July 1, 2003.
