 1        AN ACT concerning the State Police.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5. The State Police Act is  amended  by  changing
 5    Section  8.2  and  by  adding  Sections  8.3, 8.4, and 8.5 as
 6    follows:

 7        (20 ILCS 2610/8.2) (from Ch. 121, par. 307.8b)
 8        Sec.  8.2.  Longevity  increment  in  salary.  All  State
 9    Police Officers Policemen, regardless of rank, shall  receive
10    a  longevity  increment  at the start of their 2nd, 3rd, 4th,
11    5th, 6 1/2, 8th, 10th, 12 1/2, 15th, 17 1/2,  20th,  22  1/2,
12    and  25th  years  of  service  with the Illinois State Police
13    amounting to approximately five percent of a trooper's salary
14    for  the  year  preceding  that  service  anniversary.   This
15    Section shall be effective July 1, 2003.

18        Sec. 8.3.  Salary differential.  There shall be a minimum
19    salary level  established  for  the  ranks  of  State  Police
20    Officers  in each longevity step as enumerated in Section 8.2
21    based on Trooper's Lodge 41 sworn  salary  contract  schedule
22    effective July 1, 2003, in the following order:
23             (1)  Nine  percent  between the ranks of Sergeant to
24        Master Sergeant;
25             (2)  Eight  percent  between  the  ranks  of  Master
26        Sergeant to Lieutenant;
27             (3)  Nine percent between the ranks of Lieutenant to
28        Captain; and
29             (4)  Four percent between the ranks  of  Captain  to
30        Major.

 1        This Section shall be effective on July 1, 2003.

 2        (20 ILCS 2610/8.4 new)
 3        Sec. 8.4.  Vacation time.
 4        (a)  All State Police Officers, regardless of rank, shall
 5    receive vacation time based on the following formula:
 6             (1)  less  than 5 years of service: 10 days per year
 7        accrued at the rate of 6 hours, 40 minutes per month;
 8             (2)  5 years of service: 15 days per year accrued at
 9        the rate of 10 hours per month;
10             (3)  9 years of service: 17 days per year accrued at
11        the rate of 11 hours, 20 minutes per month;
12             (4)  14 years of service: 20 days per  year  accrued
13        at the rate of 13 hours, 20 minutes per month;
14             (5)  19  years  of service: 22 days per year accrued
15        at the rate of 14 hours, 40 minutes per month; and
16             (6)  25 years of service: 25 days per  year  accrued
17        at the rate of 16 hours, 40 minutes per month.
18        Vacation  must  be  taken  within  24  months  after  the
19    calendar  year  in  which  it  was  earned,  or  it  will  be
20    forfeited.  In order for an employee to receive vacation time
21    credit for the month, the employee must be in pay  status  at
22    least  one-half  of  the work days of the month. In computing
23    vacation time, the increase in rate commences on the first of
24    the month in  which  the  employee's  vacation  earning  date
25    falls.  Officers  will  only  will  be  required to use, as a
26    maximum, the same number of hours of vacation time per day as
27    they are required to work for each normal work  day.  Accrued
28    time  cannot  be  used  to  extend the resignation date of an
29    employee. At the  time  an  employee  terminates  from  State
30    service,  their  balance  of  unused  vacation  time  will be
31    rounded up to the nearest hour and will be paid in a lump sum
32    at the appropriate hourly rate, if the officer has at least 6
33    months of continuous service with the State.

 2        Sec.  8.5.  Pension   contributions.  The   State   shall
 3    provide  the  same  percentage of contributions for all State
 4    Police   officers,   regardless   of   rank,   when    making
 5    contributions to the pension fund.
